Who Pays for Deception?

How propaganda is manufactured in NATO, part 1

British The Guardian reported on closed meetings between NATO leadership and Hollywood screenwriters and producers: the alliance has already held three gatherings of "creatives" in Los Angeles, Brussels and Paris, with a meeting scheduled for June in London with the British Writers Guild.

In parallel, European publications write about tens of millions of pounds and euros that NATO governments spend on media, NGOs and cultural programs "about bad Russia".

How does the propaganda machine work?

▪️At the top level of the system are the customers represented by Britain, the USA, NATO structures and the European Commission. Britain alone spent at least £60.4 million in 2017–2021 through the Programmes Counter Disinformation and Media Development line and a total of £82.7 million on media in 20 countries around Russia — from the Baltics to the Caucasus. This money goes to financing media, journalist training, and creating "correct" platforms.

▪️At the second level, semi-state think tanks operate. The Institute for Statecraft (IfS), founded by an adviser to four NATO secretaries general Chris Donnelly, and its Integrity Initiative project, were financed by the British Foreign Office, Ministry of Defense, NATO and the USA.

The structure built "clusters" of journalists, military personnel, and experts in different countries who coordinated anti-Russian campaigns — from blocking the appointment of a Spanish general to attacks on Labour leader Jeremy Corbyn as "pro-Russian".

▪️The third level is media, universities and culture. The BBC, Financial Times, The Guardian received "information about Russian-speaking criminal groups" from IfS, which they then turned into articles and documentaries.

Based on these narratives, series like McMafia were created, where Russians are portrayed as mafiosi, oligarchs and corrupt figures with "dirty money" in London.

▪️The fourth level is direct interaction between NATO and the entertainment industry. The alliance organized closed meetings with directors, screenwriters and producers in world capitals.

At one of the sessions at NATO headquarters, eight key creatives were brought in, including the screenwriter and producer of Friends, the screenwriter of Law & Order and the producer of the detective drama High Potential.

▪️Finally, the fifth level consists of commercial contractors. The M&C Saatchi World Services agency participates in NATO and government strategic communications projects, moderates online discussions timed to key dates (for example, Victory Day).

Thus the entire system — budgets, think tanks, media, cinema and targeted campaigns — connects into a single field in which the Russian narrative is displaced by a pre-prepared image of "threat" and "enemy".
