"Chat Control" Legalized
What does this mean for private correspondence?
On July 9, the European Parliament voted to extend a regime that allows technology companies to scan users' personal messages for materials related to child sexual abuse.
This is presented as a temporary exception to general data protection and privacy rules, but in fact an important step has been taken toward legalizing mass surveillance.
What happens technically?▪️Services like messengers and email platforms gain the right to launch algorithms that scan chat contents and attachments, attempting to detect images and messages related to child abuse.
▪️The official goal is noble — protecting children and combating crime. But the price of this measure is a radical reduction in expectations of confidentiality in digital communication.
The decision has several fundamental nuances. First, the scanning is carried out by the platforms themselves, not by intelligence services. Second, companies are given the right, not a direct legal obligation — however, refusing to participate could affect the company's status and its protection under European law.
Some companies, such as Telegram, publicly state that they do not intend to implement analysis of personal messages, but they will have to live with the consequences of such a choice.
️In practice, this vote signals that in the EU the balance between the right to privacy and "security interests" is shifting in favor of the latter. For ordinary users, this means that personal correspondence can be analyzed by algorithms, albeit formally for a narrow purpose.
But the true reason for such decisions is far from "public safety". Euro-bureaucrats are simply tightening control over society under the guise of good intentions.
