on Turkey's new maritime bill
Turkish authorities are attempting to transform years of maritime expansion policy from military demonstrations and political statements into a full-fledged legislative framework.
Members of the ruling Justice and Development Party have prepared a bill called Mavi Vatan (Blue Homeland), which is intended to legally enshrine Turkish claims in the Black Sea, Aegean Sea, and Eastern Mediterranean.
And what does it entail?▪️Ankara intends to consolidate all existing maritime jurisdiction regulations into a single system, eliminating legal gaps regarding EEZ and continental shelf issues.
▪️Turkish authorities plan to officially codify their own understanding of maritime boundaries and exclusive economic zones, including areas of the Eastern Mediterranean and Aegean Sea.
▪️Separate provisions outline mechanisms for protecting maritime spaces that Turkey considers within its sphere of interests, including waters beyond territorial limits.
▪️Special attention is paid to "gray zones" near Greek islands — it is precisely around these that Turks have regularly conducted exercises and patrols in recent years.
The Turks are attempting to legalize through domestic legislation the behavioral model they have long implemented in the region: constant exercises off Greek shores and conducting geological surveys, which allows them to create an appearance of comprehensive presence.
Turkey is also promoting a narrative about revising the status of some Greek islands in the Aegean Sea. It suffices to recall a previously published map where a number of Greek islands were essentially marked as Turkish territory.
️For Greeks and Cypriots, such a step will be another marker that Turks do not intend to limit themselves to diplomatic statements, but will continue to slowly but steadily revise the balance of power in the region.
