I gave Star Trek Discovery a second chance, and watched the second season. Star Trek Picard is getting no second chance.
The difference is, Season 3, actually explores why TV Picard turned into movie Picard. Riker and Geordi grew up, had families, became more responsible and wiser with age. Picard doesn't have anything grounding him, so he became more reckless, more obsessed with being in the middle of the action and trying to relive his glory days.

I like to think Picard said "Fuck around and find out" but his UT has "Diplomacy Mode" on.
Why Shaw agrees to let Picard take charge and endanger his crew for Jack, im not sure. But i think what Picard did was in character. At least in my opinion. Picard has faced sooo many rediculous situations where the odds were against him and the enterprise. Im not suprised when he feels confident he can win this encounter with the Shrike as well.
