Do you play competitively? Yes, I am currently on a team with another female, barcode_ow. We've played in smaller tier 2 and lower tournaments.
What's your rank? What characters do you play/main? GM, peaked top 500. I play flex support (ana/zen/mercy)
What is your background in gaming? Competitive gaming? At the age of 16 I started competing in Halo at MLG events. I wasn't pro or anything, but I am a very competitive person and have had many positive LAN experiences.I played on all female teams as well as coed. After the Halo hype died out, I progressed into League of Legends and streamed it for a few years during my college career. My history with FPS and moba easily translated into Overwatch. Overwatch is currently my all time favorite game, and I am consistently finding new ways to enjoy the game, even though ranked is toxic. I have noticed that in grandmaster and higher ratings, nobody cares about my gender as much as masters and lower. I receive most of the rude remarks at the lower masters range, but the higher I climb the less people care.
And for funsies, what's your interest level in the esports scene? I want to start competing in contenders s2 or s3, and maybe OWL in a few years if I get good enough. For now, I enjoy being a spectator. My favorite NA team to watch is EnVyUs

I've tried every combination in the book. I use OBS Studio x64 bit
I've tried between 1000 and 3500 bitrate and all are dropping frames. I've downscale to 1280x720p (from 1920x1080). Tried 60 FPS values and 30 FPS values and it still gives me dropped frames. I have tried both classic and obs studio. I've tried different twitch servers (I'm east coast) NY, VA, Chicago, all still give me dropped frames.
I'm baffled and have run out of reasons as to why this is happening. Any help would be GREATLY appreciated. Thank you
I am by no means an expert, but I have same cpu and also had trouble with dropped frames (despite godlike internets)...and at this point it would not hurt you to give it 5-10mins to try this:
dont enforce streaming service encoder settings
rescale checkmark (to 720p) (use 30fps, because if you drop frames you probably wont handle 60fps anyway)
to determine your bitrate, use http://speedof.me/ I have 1gb downlink and 600mb uplink - within the borders of my country (almost fully covered in fiber), can realistically get 100-200mbps dl and 30-40mb upload. but it does no mean anything...if I communicate with Frankfurt server (Germany) my REAL dl speed is 40-50 mbps and my upload speed is 3-4mbps---> as illustrated by the speedtest I gave you.
set you bitrate to 80% of your upload speed.
6) use custom buffer size ---> set to whatever your bitrate is
8) CPU usage preset = MEDIUM (!!!) ---> I have the 6700k also ---> medium preset = about 25% load, so still plenty of power to run Overhype. As I understood it, the more you struggle with upload speed due to ISP throttling/instability, the more CPU processing power you need to somehow compensate. This means CPU preset superfast = not good for you, while medium = should work. aprox 25% load is with BILINEAR downscale filter, the other ones will increase cpu usage and tbh I cannot notice a difference, it still looks pretty bad :D
10) this works for me ---> I literally start and close the stream 3-4 times before I get 1% or below dropped frames. I am not a network specialist, I wish I would know, but I don't know why. I am able to consistently get to 1% or lower dropped frames (my bitrate is 2800) IF i fire up the stream, let it run for 2-3 mins, stop it, then start again, then close after 2-3 mins. usually around the 3rd time I do this I basically lose no (<1%) frames for the entirety of the stream (usually I stream for 4-8hrs). when I start it the 1st time, I lose about 20-30% of frames. This gradually decreases during the attempts that follow. it is almost like I am at the door and ringing repeatedly until the server goes like ''ok ok I got it, you really want to do this...fine. i guess''
none of these apply if the servers you're trying got bad peering with your network/personality/whatever. I cannot suggest server selection as I never bothered...realistically Germany, UK and prolly Netherlandish are the only server clusterphucks reliable enough in Europe (not dissing on others) so it was easy for me to pick the server. I did try out the other European ones and I had bad results.
Thank you so much for the thorough help. I have tried your suggestion and the frames are still dropping. I believe this is an ISP issue and they are sending out a tech to come tomorrow.
