Female nudity mods, Fallout 4 already has covered. Male nudity mods are a whole other story, though.
When I last spoke to Fallout 4 modders, they alleged that making nudity mods for male characters was more difficult than female nudity mods. A month later, it seems that some progress has been made, though it’s coming slowly.
So far, I’ve only been able to find two dick-specific mods for Fallout 4 . There’s “ Immersive wasteland streaking ,” which was made by foreverasir . It looks like this:

And while not purely a dick mod, there’s also ”Enhanced Vanilla Bodies” by Leito86 . (Thanks for pointing this one out, Kotaku commenters!)

No but seriously though, the fact that people are finding ways to make their games naughtier isn’t what is interesting here. Rather, it’s curious to look at the technical difficulties Fallout 4 penis modders are running into along the way, as they try to graft dongs into a game that never intended to have them.
“An issue still is that the dick, because it is put on the pelvis bone, is resized as the character is rezised,” foreverasir wrote on the Penis Envy mod description. “This means that a large character would have a stretched out dick.”
Getting to this point was a gauntlet onto itself. Foreverasir notes that, in an earlier version of the mod, “crouching [would] result in a deformed penis.”
Users have run into some hilarious issues along the way, too:
Fortunately, foreverasir does have a suggestion for players who try out this mod.
“If you are playing a large character, you could try a smaller size, or perhaps a flaccid one. The big erect one looks weird in those cases.”
Immersive Wasteland Streaking has run into different problems altogether, all of which have to do with how the dick is created. While it’s not immediately noticeable, the “immersive” wang in the first picture of this post is actually just a flat texture put over the character’s crotch. What this means is that the character in the first picture in this post isn’t actually naked. He just looks naked, thanks to modding trickery. But really, the only way the mod can work is if the character wears a belt the entire way through.
For now, it seems that modders have to make some concessions as they figure out the ins and outs of dick mods. But hey, for players who really want to let it all hang in Fallout 4? This is still better than nothing:

I tried "Penis Envy" but I get a horizontal erection, or semi. Any mods that do a proper one with a good angle?
I personally just use the Schlong mod. Gives you a whole array of different sized penises, flaccid and non-flaccid. Plus some extra interesting types of members.
They're all equippable items, so you can just use FO4Hotkeys + Outfit Switcher to switch between which one you want for whatever scene.
Just use Bodyslide to adjust the angle and position and size, it's not difficult. If you want instructions I can PM you.

Where is the Schlong mod? A search for "Schlong" didn't find anything.

Ah, I never thought of looking there. I used loverslab back when I was playing The Sims. Installed, I will give it a go....

Unfortunately I already have a mod to make everyone naked. When I wear one of the dicks from Bag of Dicks, I have an erection and a flaccid one at once!

Hmm. Well, consider using Bodyslide to zap the base body's dong? Seems like a simple solution.
I guess I should note that this method would only work for your own character, not random NPCs. So, maybe not the best option.

I think I'll give up at this point. I have bodyslide from the past but I disabled it for some reason. I have way too may mods and can't remember what they all do. I've settled on Bodyswap which allows me to make guns that shoot anyone to make them naked with a random nude body. Shoot a few times until they look nice. You can also make a nude "armour" for yourself (or companions or settlers or anyone you can trade with), that makes you look naked but you have 50 defence points, so you can have nude gunfights and have really tough skin. The only thing it lacks is a stiffy.

The Institute attempted to re-create one of the Ministry Mares as a Gen 3 synth, unfortunately for them she sought to be free.

Removed all traces of the mane 6 in pre-war sanctuary. (Hopefully)

Piper Sparkles is most definitely not half bat-pony.

Piper Sparkles returns as a direct descendent of the Ministry Mare herself.
