Every time you try and move something, the VFB has to load new bitmaps. Presumably its generating new maps for the substance materials every time. GULP! I'm getting the same "failed to decode bitmap" error when importing textures with the UDIM number in the name. I am actually working with Legacy Texture Sets, but sometimes need to import textures with UDIM numbers in the name.

I get to around 40% loaded, and the game CTD's with a message saying something along the lines of " {mod name} failed to load sprite". It doesn't matter what the mod is, it's just going from A-Z by mod name.

You can check your file paths by running the 'Bitmap/Photometric Paths' utility, (under Utilities), and click on 'Edit Resources'. Strip any missing files or find the missing textures and specifiy a new path. Unfortunately there does not seem to be a way of telling backburner to ignore missing texture maps, (as far as i can tell).
Finally, the code should use LoadImageW or LoadBitmapW if it will actually load a bitmap. Its not clear what purpose is served by calling FindResourceW since obtaining an HRSRC handle does not make that resource immediately available for use.
