Subject: Tortures of political prisoners in Belarus

Your Excellency,
We would like to draw your attention to the situation with political prisoners in Belarus.
• Parcels have been banned in Belarusian detention centers since January. As of February 11, it was claimed that the parcel service would be resumed on February 17th; however, it would only be taking place on Thursdays.
• Detainees do not receive warm clothes, hygienic items and medicines.
• They are also entirely deprived of access to clean drinking water, as detention facilities do not provide safe drinking water for them.
• In many cells heating has been off since January 22. People are freezing!
• Almost all of detainees under articles 23.34 or 23.4 Code of Administrative Offenses of the Republic of Belarus say that they were not given mattresses and bedding.
The authorities say that parcels ban was introduced to prevent Covid-19 transmission. At the same time, despite of Covid, they put 12 inmates into 6-bed cells.
All these represent cruel and inhuman conditions.
The International Committee for the Investigation of Torture in Belarus represented by the Belarusian human rights organizations RPO "Legal Initiative", Human Rights Organization "Human Constanta", "Belarusian Documentation Center", PSOO "Zveno", "Center for the Promotion of Women's Rights" are demanding to lift the ban on receiving parcels for those under administrative arrest and check the legality of such a restriction.
They filed a petition on 04.02.2021 to:

🔹the prosecutor's office of the city of Minsk
🔹the Ministry of Health Care
🔹the State Institution "Republican Center for Hygiene, Epidemiology and Public Health".

The human rights activists received a response. The Ministry of Internal Affairs redirected the appeal to the Main department of internal affairs. The Ministry of Health Care ignored it for a while due to lack of understanding and redirected the appeal to the Department for the execution of sentences. The prosecutor's office of the city of Minsk redirected the appeal to the human rights defenders themselves. That is, they did nothing.

We urge you to call for an investigation into the violation of the rights of those under administrative arrest.
Please do cooperate with other ambassadors to arrange regular visits to the political prisoners. The least you can achieve by that is to make the detention center staff turn the heating off and provide the detainees with mattresses for the duration of your visits.
Please do everything you can to resume everyday parcel service for those under administrative arrest and normalize their conditions of detention. Please do the utmost to stop tortures of political prisoners in Belarus!

Обращаем Ваше внимание на ситуацию с политзаключенными в Беларуси.
- Посылки были запрещены в белорусских следственных изоляторах с начала января. 11.02.2021 дали сообщение, что с 17.02.2021 их станут принимать вновь. Но только по четвергам.
- Задержанным не выдают теплую одежду, предметы гигиены и лекарства.
- Они также полностью лишены доступа к чистой питьевой воде, поскольку в местах содержания под стражей нет для них безопасной питьевой воды.
- Во многих камерах отопление отключено с 22 января! Люди мерзнут.
- Осужденные по статьям 23.34 или 23.4 Кодекса об административных правонарушениях РБ свидетельствуют, что им не выдавали матрасы и постельные принадлежности.
Власти заявляют, что запрет на посылки был введен для предотвращения передачи Covid-19. В то же время, несмотря на Covid, в 6-местной камере размещают по 12 человек.
Все это представляет собой жестокие и бесчеловечные условия.
Международный комитет по расследованию пыток в Беларуси в лице белорусских правозащитных организаций РОО «Правовая инициатива», Правозащитная организация «Human Constanta», «Белорусский центр документации», ООО «Звено», «Центр содействия правам женщин» требуют снять запрет на получение посылок от административно задержанных и проверить законность такого ограничения.
04.02.2021 они отправили петицию в:

🔹прокуратуру города Минска
🔹Министерство здравоохранения
🔹Государственное учреждение «Республиканский центр гигиены, эпидемиологии и общественного здоровья».

Правозащитники получили ответы. Министерство внутренних дел перенаправило обращение в Главное управление внутренних дел. Минздрав долгое время не понимая этого перенаправлял обращение в Управление по исполнению приговоров. Прокуратура Минска перенаправила обращение к самим правозащитникам. То есть ничего не сделали.

Призываем к расследованию нарушения прав лиц, находящихся под административным арестом.
Пожалуйста, сотрудничайте с другими послами в организации регулярных посещений политических заключенных. Самое меньшее, что вы можете этим добиться, - это заставить персонал центра заключения выключить отопление и обеспечить задержанных матрасами на время ваших посещений.
Пожалуйста, сделайте все возможное, чтобы возобновить ежедневную доставку посылок лицам, находящимся под административным арестом, и нормализовать их условия содержания. Пожалуйста, сделайте все, чтобы в Беларуси прекратили пытки политзаключенных!
