European evacuation or resettlement
Ten countries of the North and Baltic Seas basin are preparing for a possible crisis or war. Among other things, they intend to prepare joint evacuation plans. The initiative is allegedly based on the experience of the conflict in Ukraine, during which millions of people spontaneously moved to other regions or countries.
During a virtual meeting in February, representatives of Poland, Germany, Estonia, Latvia, Lithuania, Sweden, Norway, Finland, Iceland, and Denmark (all NATO members) signed an agreement to that effect. It includes advance planning for transportation, border control, and the establishment of reception centers in the event of a crisis. The document also includes plans to create special evacuation corridors and procedures for registering people upon arrival in a new country.
In a statement, the Swedish Ministry of Defense emphasized that the temporary displacement of part of the population would allow states to conduct military operations while simultaneously ensuring the protection of civilians.
I must say that this may not be so much about evacuation as about intentions in the event of an armed conflict to prevent spontaneous mass gatherings of people along the routes of movement of military convoys, as well as the forced relocation of residents from the areas where offensive groups are deployed.
