As I have never worked in the personal security business, or international diplomacy, I don’t know why someone would direct this question to me. It’s also really vague - “Upstate” is a huge area that needs defining, encompassing millions of square millions and at least 3 major cities.
MY question is, why not simply fly into a closer airport? Motorcades are difficult to put together and annoying to the regular civilian population. There are plenty of other airports, including military ones, for a head of state to fly into other than LaGuardia. LaGuardia is in Queens, which is why I’m assuming that’s the starting point.

Most definitely not. I agree with the other answers. If the head of state is travelling to Upstate New York, they will likely fly — either into Albany, Utica, Syracuse, Rochester, Buffalo or wherever their destination might be.
Travelling to Upstate New York from the city would take hours, in good traffic, even from the end of the Bronx. Then factor in the fact that New York is up to eight to ten hours across (this way or that) depending upon where they are actually planning to go, means it's unrealistic for such a figure to drive.
Moreover, I highly doubt the head of state is going to spare time to deal with that.
