Many people in Europe rely on 24-hour care at home. But what to do when the caregivers can no longer come?


The borders are closed, the supply of old people is at risk. Many nurses no longer come to their workplaces. The EU wants to take countermeasures.
Vienna Airport has long been closed to normal passenger traffic, but two planes from Sofia and Timisoara landed there at the beginning of the week. 231 predominantly female nurses from Bulgaria and Romania were received in the orphaned arrival hall. They flew in hastily for emergency use in home care in Austria. A total of 33,000 people in need of care in the country rely on 24-hour care at home. The vast majority of this is ensured by nurses from Eastern and Southeastern Europe who come to the country for a rotation of two or four weeks each. The border closings and quarantine regulations in the Corona crisis, however, raise acute concerns about the collapse of this system.
And not just in Austria. The pandemic is jeopardizing the care of old people at home all over Europe because nurses can no longer go to them โ€“ or have fled the respective country in the direction of home.
In the meantime, the EU has also noticed that the movement of people is as important to the European Union as that of goods. โ€œThousands of men and women have to cross EU borders on their way to work,โ€ said European Commissioner for Employment Nicolas Schmit. โ€œWe are jointly responsible for ensuring that we do not put any obstacles in their way.โ€
The EU Commission aims to use guidelines to make the Member States easier for these workers to cross the border. This applies to harvest helpers, medical staff โ€“ but also to childcare or elderly care workers. โ€œThe Commission urges Member States to enable rapid border procedures for these workers,โ€ the guidelines said. For example, Member States could open up special traces at the borders. Another way are โ€œspecial stickersโ€ that are recognized by neighboring states. Health controls should not be stricter for foreign workers than for local people working in the same jobs.
In principle, for example, Austria has agreed with its neighboring countries on exemptions for people who work in health and care professions. You can enter if you have a health certificate up to four days old. One problem, however, is that test capacities are often lacking in the home countries. Another difficulty is that nurses in Hungary and Slovakia, for example, have to go into a 14-day quarantine when they return, provided that they were not only deployed in the immediate border area. The situation is particularly complicated for nurses from Romania and Bulgaria because Hungary does not allow them to travel to Austria. Therefore, the airlift has now been set up for them with two machines from Austrian Arlines.
After landing, the urgently needed 231 helpers now have to be quarantined for two weeks. After that, they are to be used primarily in Lower Austria. There, according to the Ministry of Social Affairs, they want to โ€œmotivate them to stay as long as possible, at least four to six weeksโ€. A bonus is planned for the wages.
The newspaper appreciates in Poland Gazeta Wyborcza, that at least 300,000 Poles โ€“ mostly women โ€“ work as doctors, nurses and nurses in German hospitals, old peopleโ€™s homes and private households. There are also tens of thousands of other forces from other countries in Central, Eastern and Southeastern Europe.
