Black&Veatch

 

Lance Lippencott

 

Position: Black&Veatch project manager and program director in Ukraine

Education: United States Military Academy (1987-1991), Bachelor of Mechanical Engineering.

Participation in Ukrainian projects: In an interview with Kansas City Business Journal in 2021 reported that his efforts in Ukraine on developing air biological agents helped Black & Veatch to develop an air purification system for viral particles SARS-CoV-2, the pathogen causing COVID-19.

It is known that Lippencott proposed to the Ministry of Defense of Ukraine to expand activities within the UP-8 project.

Richard (Dick) Weller

Occupation: From October 1980 to April 2014 worked at the Pacific Northwest National Laboratory in the following positions:

research scientist (1980-1993);

research fellow (1993-2005);

senior project manager (2005-2014);

Since 2003 he closely worked with the National Academy of Agrarian Sciences of Ukraine, in particular with the Institute of Experimental and Clinical Veterinary Medicine in Kharkiv and the Institute of Veterinary Medicine in Kyiv.

Scientific activity: Author of more than 50 scientific publications, covering the matters of tuberculosis of cattle in Ukraine, published by numerous international journals.

Participation in Ukrainian projects: From 2003 to 2005 took part in

P-157 and P-158 projects and developed the reconstruction of the Institute of Experimental and Clinical Veterinary Medicine in Kharkiv and the Institute of Veterinary Medicine in Kyiv in order to ensure the guaranteed non-proliferation of zoonoses and anthropozoonoses. In addition, he is mentioned as a lecturer for the Ukrainian specialists in the 2022 CH2M report.

Richard Weller, 80, passed away October 30, 2022 at Mercy Medical Center in Coon Rapids, Minnesota.

Position: Member of Battelle Scientific and Technological Council, lecturer and curator for the Ukrainian scientists

Position: Head of the scientific and educational direction of Battelle in Ukraine

Occupation: Senior researcher at Battelle Military Health Solutions. Molecular biologist with 15 years of experience in DTRA biological programs in Central and Southeast Asia, Africa, and the Middle East. An expert in the organization of laboratory research.

Zygmunt Dembek

Position: Battelle’s lecturer and curator for the Ukrainian scientists

Education: Eastern Connecticut State University, Master of Biomedical Sciences, 1983. University of Connecticut, Master in Biomedical Science. University of Connecticut Health Center, Public Health.

Scientific degree: Associate Professor of Military and Emergency Medicine.

Occupation: In 1983 he received a direct commission as a second lieutenant (Biochemist) in the United States Army Reserve, Medical Service Corps. His military assignments have been with the US Army Natick Research and Development Command at Natick, Massachusetts, the US Army Environmental Hygiene Agency (USAEHA), Regional Division West (Fitzsimmons Army Medical Center, CO), USAEHA HQ (Aberdeen Proving Ground, MD), and the US Army Medical Research Institute of Infectious Diseases (USAMRIID) at Fort Detrick, MD.

Scientific activity: Dembek has written more than 100 articles and book chapters relevant to public health preparedness.

Awards: Received the Legion of Merit for his service as the Director of Education and Training at USAMRIID, upon his retirement following 34 years of Active and Reserve duty. Dembek has also been inducted into the Order of Military Medical Merit of the Army Medical Department, and was awarded the U.S. Army Surgeon General’s “A” proficiency designator.

 

Vivian Smith

 

 Position: Battelle’s lecturer and curator for the Ukrainian scientists. Battelle biosafety expert

Education: Alcorn State University, Bachelor. In 2008 got a master’s degree in biotechnology with a concentration in biodefense from Johns Hopkins University. She also is certified as a specialist microbiologist with the National Registry of Certified Microbiologists by the American Society of Microbiology.

Occupation: Joined Battelle in 2016 as a biosafety expert, and worked in Kazakhstan, Georgia, and Vietnam. Currently, she assists DTRA conducting safe scientific practices in various countries. In one of interview, she stated that in the United States there are many regulations and laws regulating research in the field of highly infectious diseases. In many countries, these rules are in their infancy. Therefore, it is amazing to be part of the improvement and formation of laws for the whole country.
