Presenter: Good evening, dear viewers, radio listeners and guests in the studio. 

Today is February, 14, 2017. 

Plenty events took place in the last 2 weeks, but one of the most popular questions from our listeners was the one connected with the murder of Mikhail Tolstyh – the commander of “Somali”. Please comment on it. From your point of view, what are the reasons for conflict escalating in Donbass and what does it all lead to?

Valery Pyakin: FIrst of all, let me express sincerest condolences to Mikhail Tolstyh… Mikhail Sergeevich, Arsen Sergeevich Pavlov… and many other people whose relatives die for freedom and independence of not just Donetsk and Lugansk republics, but for freedom and independence of Russia.

Mikhail Tolstyh's murder, generally speaking, wasn’t unexpected, but at the same time I wish there were no deaths like that…

When I commented on Arsen Sergeevich Pavlov, Motorola’s assassination, I’ve mentioned that the key problem is Minsk agreements, whether they’ll be implemented or not.

So what do we see happening? 

We see that Minsk agreements are being attacked from all angles, with all kinds of jingoes being most diligent in these attacks – they just don’t need Minsk agreements.

What is the problem here? 

No matter whether they realize it or not, it’s not the issue – the road to hell is paved with good intentions. 

And if you realize it, you're a scum if you’re against Minsk agreements. 

If not, as the SGTG (Sufficiently General Theory of Governance) saying has it: “One serves their own interests to the measure of their understanding, while to the measure of non-understanding one serves the interests of someone, who knows and understands more.”

Minsk agreements are not just a piece of paper on which some agreed issues are fixed, which are either fulfilled or not.

Minsk agreements – it is much more than that. 

It's not a secret, but perhaps I was the only one who supported Minsk agreements at the moment of so-called attacks of Donetsk’s and Lugansk’s republic troops. I said it was crucial to cease [the attacks]. 

And the thing is even not that Minsk agreements are a milestone in a war plan, or rather some peace treaty as a logical consequence of any war, when fire must be ceased.

It’s not the main thing. The thing is that if you open a map – Ukrainian or just any map – you’ll see that at the moment when Minsk agreements were being negotiated, Lugansk and Donetsk republics were something close to “Swiss cheese”. Actually, sometimes there were up to 9 pockets.

Now we are talking about the Battle of Ilovaisk, but actually it could have not happened. Another variant could have taken place.

Independent of our attitude to Strelkov, if he didn’t leave Slavyansk, he just wouldn’t have enough number of troops to defend Donetsk, take part in The Battle of Ilovaisk and many other operations.

So here's the offensive. There are a lot of people left in pockets, they are disorganized, in panic, thinking how to get away. 

They were told:

  • OK, leave your heavy weapon and go away.
  • We don’t want to leave heavy weapons, we are only leaving with heavy weapons.
  • OK, go!

The thing is that when the situation calms down, sergeant rows get united, these pockets could break the back areas of Lugansk and Donetsk republics and no Lugansk and Donetsk republics would exist any more. 

This point must have been fixed. 

It must have been negotiated from a position of strength, and it has been done. 

When someone says there were alternatives, like “furloughers”, “northern wind” and others… Hey, “furloughers”, having acquired the territory, how will you protect it?

Isn’t it the reason for pure muscle mass & war equipment excess?

Right now territories, “grey zones” are being occupied.

So, the point is the following: they had to first institutionalize Donetsk and Lugansk republics as Ukraine’s legal successor states.

After coup d’etat in 2014, there is no statehood in Ukraine, only “wild field”. 

We have a lot of evidence of various gangs setting their rules in the region.

Monopoly for violence is actually lost by Ukraine (“Kiev gang”). 

State building takes place only in Lugansk and Donetsk. 

And to support their moves in this direction, it is necessary for them to become state subjects, international entities. 

And here an interesting question arises…

Do you think Vladimir Vladimirovich Putin has nothing to do, but to negotiate for 18 hours in Minsk? 18 hours?!

They could have said: “Ok, we met, we talked, but we’ll continue next time”.

Why was he holding them? 

Because it was crucial to accomplish the process, because new meetings tomorrow would mean new basis. 

Indeed, France, Germany and “Kiev gang” were in constant contact with Washington, receiving their instructions.

But it was essential to put the squeeze on them, to hold them!

Everything that takes place happens in its best way according to the real moral and ethic of all participants of the process.  

Ethic of the participants of Minsk format process, Norman format process implied that France and Germany had their own statehood, and Putin was using this basis to put pressure on them.

He made them, as state subjects, produce something.

He hooked them.

The negotiation process lasted 18 hours. 18 hours!

They had come to some agreements which were subsequently fixed in UN. They just couldn’t foresee such a quick diplomatic maneuver! 

And here another question arises: what should we do next?

They claim Russia doesn't implement Minsk agreements, anything of that kind. But the question is different. 

What is Minsk agreements in general? 

Who do we deal with and who are our partners?

To be honest, our partners as state subjects are real bastards. No exaggeration! 

When did they keep their word if not forced by circumstances?


Did Hitler comply with the Molotov-Ribbentrop pact

No way!

Maybe NATO kept their word not to expand to East?

NO WAY!

Remember international mediation when signing the agreement between Yanukovich and opposition.

Who remembered Yanukovich and coup d’etat the next day? 

Everything was changed. 

They actually legitimized coup d’etat, mentioned that some special procedures would apply.

But they had no intention to fulfill the obligations. Not a whit! 

And no one will point on it neither in Western mass media, nor in our media, including patriotic ones. It’s keeping quiet.

That’s who we deal with!

If we don’t understand it, we’re not worth an old song!

But if we realize we might get into losing situation any time, we have to behave correspondingly…

Why losing situation?

Because we trust words, but Western partners have never been decent.

It is against Western mentality in general. 

West and honor are mutually exclusive concepts.

West and profit – yes. 

Look at all their fairy-tales.

If a hero needs to break an oath, no problem.

And their movies? If not keeping the word is profitable, it’s not a problem!

And here go the Minsk agreements. 

What do they mean in general? 

It’s a roadmap, a plan which we propose to people. 

And we present this plan bypassing the Western establishment – the ones we are dealing with. We go to people asking whether they approve these agreements. 

And they say – “Yes, they have to be accomplished!” 

And pandemonium begins. 

All corrupted mass media start saying that Russia doesn't do this and doesn't do that. 

But the drop wears away the stone. 

Eventually people start understanding Minsk agreements’ point.

They are coming to realize it, since it’s starting to concern them.

People are starting to delve into it. They start asking why. “And this you haven't implemented!”

They say: “You, our management (French, German), haven’t done this and that! 

You’ve legitimized the coup d’etat. 

It was you who did it.

You brought war to Europe.

And you want the war to spread!”

What should be done, so that voters–common people–never ask these correct and relevant questions from their government assigned from Washington?

That's quite simple.

These agreements must be discredited.

What is the situation in general?

We're told: «Our partners don't want to implement any agreements! So why do we need them? Let's cancel them ourselves!»  

So, actually that’s what’s happening when you watch TV programs and see a host going over and above: “That’s it! Minsk agreements must be cancelled! You need it – go ahead!”.

The same with experts.

And then the next question arises.

Guys, we have democratic values, institutes and other well-established mechanisms of fooling people.

We didn’t spread a word about coup d’etat in Kiev.

We’ll form any picture we want.

But we’ll form it on the basis of the statement that Minsk agreements were unreal.

Russia declined them!

And Russia has no plan for future which means that we have only one plan – ours. 

And our variant of solving the Ukrainian conflict is to divide it into 3 parts with saving Banderist incubator and to wage war on the Russian territory forever!

This is what we are talking about!

That's what all these jingoes work for!

For that we have no opportunity to move on, ignoring the control of western-type democratic institutes, which we have to employ.

We do demonstrate freedom of speech.

Our diplomacy uses Minsk agreements to ruin all anti-Russian plans.

Let’s have a look at the situation further. 

We don’t only have pandemonium taking place in our mass media, with “experts” urging to cancel Minsk agreements, but we also have conflict escalation in Donbass at the same time. 

And what happens here?

Look, Zakharova comments OSCE: “OSCE: there’s such a job – not to notice tanks”.

So what are you doing there next to these tanks?

What are you waiting for?     

That's simple. 

They are in a winning position.

First – just by their presence they legitimize and hide the concentration of Armed Crooks of Ukraine for further attacks.

And if they strike, they’ll state residential districts are under attack.


OSCE.

Don't get fooled by this organization! 

They are professional spies who fight against Russia. 

They did plenty of things during the first war in Chechnya!

They delivered different weapons, brought fighters and intelligence data to the region. 

And of course it’s because of them we have Khasav-Yurt Accord.

How could they be stopped?

Only by limiting their freedom of movements. They were told: 

  • OK, guys, no more free movements in the war regions. There you have no full powers.

Do your job, enable safety in Europe. That’s it!

  • But what for did we, professional spies, gather here then?

And the war ended.

So as long as OSCE employees are freely moving from one place to another in the region, are free to collect information, bear weapons and bring people with them, it will be no surprise if we find out that it were they who brought special equipment, including special tracking devices and what else was used to kill Givi.

They are professional spies!

So what do we have now?

They are escalating the situation.

They are not ashamed of it. 

They don’t even hide that they will continue doing it.

And they do it. We show it. 

But their resources and our resources can’t be compared. 

I’ll repeat – we still don’t have a mass media similar to Financial Times or New York Times. 

It’s not created yet! 

And no matter how much NY Times is scolded, in certain circumstances, like in confrontation with Trump, they do their job very well!

Do you think it was the end?

No way!

They prepared full-fledged provocation with precise informational groundings.   

I guess everyone paid attention to biathlete Fourcade’s tricks.

Why did he start doing only politics? 

He was correctly told to do sports, not politics. 

But their aim was to show unsightly face of Russia.

And they did it.

Who was appointed the winner? 

Russian ambassador Karlov’s murder. 

And what is the result?

Negative image of Russia is formed.

And it must be formed upon each direction! 

They have been preparing for a full-scale [action].

Applause to our Foreign Ministry, at which 

Zhirinovskiy for some reason is screaming with anger: “Minister of foreign affairs must be changed! 

UN ambassador must be changed!” 

Who he works for?

Kurginyan was right when he told him: 

“Everything you do works against Russia! 

You provide informational flow against Russia”. 

The whole fraction works against Russia, whatever they do.

Getting back to Ministry of Foreign Affairs. They worked great.

Ministry of Defence worked great. 

And surely, our Gosudar’.

Everything works against Minsk agreements, they want to cancel it.

But why? 

Do you remember war in Libya?

In spite of the fact that there were NATO troops there, in spite of the fact that their airplanes bombed everything to dust, it is claimed that rebelling population ruined their own country.

And who cares about Libya nowadays?

It pumps oil diligently and everything’s OK!

Yemen. What a colossal war!

But who cares about thousands of dead Yemenies? Does West care? No! 

Thanks to position of Russia and thanks to Minsk agreements, Ukraine is always in the media – in press, TV – and we make the world react.

We don’t allow killing Russians for nothing.

Otherwise all the streets would be flooded with blood there.

A lot of grief is taking place nowadays, but it could have been much, much worse if not for Minsk agreements.

And these jingoes wish to cancel them! 

I'll repeat the only reason they want it. 

They claim: «Minsk agreements are not in favour of our enemies, they don't plan to accomplish them. Why do we insist on it, why do we force our pretty little enemies make things that are beneficial for us?

No, don’t do that!”       

What's happening now?

The issue at stake – is what would Donetsk and Lugansk Republics look like.

They are loosing key personalities. 

But neither Motorola's, nor Givi's funerals will break people's will. In general people understand everything.

And our enemies won't reach their aims, no matter what they do!

Due to Minsk agreements, Donetsk and Lugansk republics are the only legitimate successor states of Ukraine. And they will handle the situation and make it stable and peaceful again if certain circumstances are met.

We’ll break our enemies' will and won’t betray Minsk agreements!
