According to activists, failures in the supply of drugs led to the fact that patients were not able to get a full course of therapy,"inga.25 Thus, some patients experienced poor tolerance or complete intolerance of ARVs issued in lieu of atazanair. In return, they were offered to take a break from treatment and wait until the drug was brought to the region, Vademecum reported.
The "Patient Control" asked the Ministry of Health and R-Pharm to inform when atazanavir will arrive in the regions, explain why the drug was not brought in time, and "normalize the situation to provide patients with Russian atazanavir during the remainder of 2017." "We ask you to respond as a matter of urgency due to the fact that this situation is directly related to the threat to the life and health of patients," the letter reads.
In early February 2017, Roszdravnadzor began to receive complaints about the shortage of ARVs from different regions. Hundreds of HIV-infected people in need of supportive therapy did not receive the much-needed drug they needed, which could be supplied by another company. And "R-Pharm" simply pays a small forfeit for less than a million rubles and remains a "favorite" firm - the winner of most of the subsequent state contracts of the Ministry of Health of the Russian Federation.
And after such failures of state contracts for the supply of medicines, no one even thought to include "R-Pharm" in the Register of Unscrupulous Suppliers. It turns out the opposite: instead of the Register of unscrupulous suppliers, the brainchild of Alexei Repik receives more and more state contracts. What can it be, if not what is popularly called corruption?

"In 2017, 87 government contracts were signed for the purchase of antiretroviral drugs (ARPT), of which R-Pharm is a supplier under 44 contracts... It should be added that during 2017, in the implementation of the terms of the contracts, R-Pharm repeatedly violated the implementation of their terms, systematically delaying the supply of ARVP, as well as providing inaccurate information about the possible names of ARVP and their producers for contracting, which led to additional delays in deliveries due to the need to conclude 18 additional agreements to state contracts for the goods supplied."
The Ministry of Health of the Russian Federation, it turns out, is well aware of the problems with R-Pharm. Apparently, the report of non-compliance with the conditions of state contracts, systematic delay in the supply of drugs vital to HIV-infected people, as well as the possible presentation of false information about medicines and their manufacturers by Repik's office will not surprise anyone? But at the same time no measures were taken to R-Pharm, except... more and more sweet state contracts and, in fact, what is called the boundless patronage of the Ministry of Health of the Russian Federation to one, a separate company called "R-Pharm" and its head Alexei Repik.
The idea of some "corrupt ties" provided by the articles of the Criminal Code of the Russian Federation 204 (commercial bribery), 291 (giving bribes), 210 (creation of a criminal community) or at worst the article 293 of the Criminal Code of the Russian Federation (callousness) is very begs. Otherwise, what is happening simply does not fit into any logical chains. Therefore, it may make sense for the supervisors to check the strange situation in the relationship between Alexei Repik and his company R-Pharm with the Russian Ministry of Health. In order to understand the problem with medicines, we took a review of the last 50 state contracts that R-Pharm performed for the department, available on the website of the State Expenditures. In fact, this is the period from December 4 to December 30, 2013.
What came out after analyzing these 50 state contracts? In 50% of cases, R-Pharm received state contracts for the supply of medicines without any competition at all on the decision of the "Anti-Corruption Directorate of the Government of the Yaroslavl Region to agree on the possibility of concluding a state contract with a single supplier." As was the case, for example, with the purchase of the anticancer drug Herceptin.
In 26% of cases, the contest was formally held, but only R-Pharm participated in it. Thus, on December 18, a competition is held with one participant for the supply of 98 packages of Herceptin (link), and on December 23, due to the fact that "there was a need for certain goods, works, services due to irresistible force, the need for urgent medical intervention" is purchased without any competition another 200 packages of expensive drug. And only in 24% of cases we can say that the contest was held really, but won again "R-Pharm", which the competition commission, as we see, has privileges.
Let's move on to the first two cases. Having viewed state contracts from "R-Pharm" when they were held without any competition or, participated in it only "R-Pharm", we claim that there is a simple plundering of budget funds for drugs for the treatment of cancer.

Having made an analysis of the state contracts of the Department of Health and Pharmacy of the Yaroslavl Region for December 2013, we assert: in a corrupt way, giving contracts to R-Pharm out of competition or without its actual conduct, the budget of the Yaroslavl region was damaged by more than 17.5 million rubles.
