Document from Beijing Government Exposed: Confirmed Case was reported only when the no-symptom Virus Inflector get Onset

(11 Feb) [Real-Time News/General Report] Severity of Wuhan Virus (novel coronavirus, hereafter “nCoV”) outbreak in PRC could be observed from its surging figures of daily confirmed and death cases. However, externals questioned these raising figures are deliberately controlled by PRC Government Officials. The Government was found in its latest announcement of “Prevention Program of nCoV Inflection” that the Government ordered all medical services organization in Mainland should record a patient as confirmed case by waiting him to have onset of symptom.
Detail of how medical service organizations in PRC to report its case figures to Central Government can be found from official PRC Government documents of “National Health Commission Notice No. 109” and “National Health Commission Re: Notice of the announcement about Prevention of nCoV Inflection Program (4th Edition)” (hereafter “the Program”).
The Program specifies that there are4 classificationsabout “nCoV”: “Suspected Case”, “Clinical Diagnosis Case”, “Confirmed Case” and “Positive Tested”. Base on the patient’s status, first 3 categories can be further divided into “light”, “normal”, “serious” and “dying”. If the patient only had a “Positive Tested” result, the case should be classified as “No-Symptom Inflector”.
The Program states that for reported “Suspected Case” and “Clinical Diagnosis Case”, all Medical Services Organizations should either revise to “Confirmed Case” or discard it in the report without delay, relying on relevant laboratory test result. If the reported “No-Symptom Inflector” started to have onset of nCoV symptom, the patient should be classified as “Confirmed Case” at that time. Meaning that it is NOTa “Confirmed Case” in PRC even a patient who has positive test result of nCoV, provided that the patient has no symptom at the testing moment.
Members at PTT (a BBS in Taiwan) acknowledged the above news and left million comments to severely criticize: “that explain the ass of poison king”, “their medical service is unable to cure”, “exploring the new definition of human value”, “it’s not a confirmed case even died after a positive test”, “they speak for their own standard”, “no confirmed case by burning the patient directly”, “they’re even incapable to save existing confirmed cases”, “only confirmed when having the onset of symptom?”

To report case at Online Reporting System, first selection of “nCoV” as illness type, and choose from the case category of “Suspected Case”, “Clinical Diagnosis Case” (limited to HuBei Province Only), “Confirmed Case” and “Positive Tested”. Further classify the severity levels of “Suspected Case”, “Clinical Diagnosis Case” (limited to HuBei Province Only), “Confirmed Case”, selecting “light”, “normal”, “serious” or “dying” at “clinical severity levels” in the online system based on “Program of Medical Treatment on nCoV (5th Trial Edition)”. “Positive Tested” refers to no-symptom inflector, “No-symptom Inflector” should be chosen at the “clinical severity levels”.
All reported “Suspected Case”, “Clinical Diagnosis Case” (limited to HuBei Province Only) should be revised as “Confirmed Case” or discarded in the system, relying on relevant laboratory test result. If reported “No-symptom Inflector” commenced to have onset of symptom(s), the report should be immediately revised to “Confirmed Case” in the system. Immediate amendment should be made at “clinical severity levels” for all reported case, the latest patient status would be the highest severity level selected at the system.
