At first I thought this was something really bad, like you'd been sexually assaulted, but now after reading your comments to other people I'm not so sure. The part about "massaging" and "rubbing" the head of your penis sounds... weird. I mean, it's possible that they might do a fast visual inspection and they MIGHT touch any areas that looked suspicious, but the fact that you went in for testicular pain and you claim that she massaged and rubbed you is very odd. I've had plenty of annual physicals (by both male and female physicians) and all they've ever done is the standard hernia test (they cup your balls, "cough to the left, cough to the right") and a short testicular exam. There's two possibilities here: 1. You were taken advantage of. We'd have to hear a lot more to know how possible this is. 2. She performed a routine exam, something you are not accustomed to, and the routine physical stimulation was enough to cause you to orgasm. Well, I'm going to google this to see if it's common or if it's malpractice or what, but if you had an erection and she was trying to see your response to stimuli in the penis, then it makes sense that you came. And I don't think you needed to apologize for having an erection since she has plenty of other male patients and it probably happens a lot. Okay, so I just read a PDF about what to expect at a sexual health exam for males, and one of the things that it said to expect was the doctor looking at your genitals and even feeling them to see if there's anything unusual going on. So it's probably all good. I don't know how good of an exam she could have gotten since you had an erection, but hopefully it's good enough to know you're (hopefully) healthy.
No, your a girl so I can understand your confusion I've had many physicals. The doctor never once touched my actual penis, they touch your balls everytime for a "cough test" but what he just described doesn't sound right to me at all.
If there is a problem with the genitals, then the doctor will check the genitals. And that will include the penis. It does NOT include stroking the head, of the penis. It does not include causing you to ejaculate and having a cup to collect it. (If they need ejaculate they give you privacy and have you get it yourself) And they do not come in and have you remove your pants. They have you change to a gown before they come in. This whole story is just one big fairy tale.
@RedArrow what you say makes sense. I totally forgot about the stroking if the head part. Genital exams do include the entirety of the genitals, but if the doctor was just stroking the head, then that would be a little weird. There is no legal requirement to have another person in the room. It is good protection against false claims, though. Some doctors will ask if you wish to have a "chaperon" in the room. As I mentioned in another comment here, the doctor does not "milk" you. If a specimen of ejaculate is needed you are given privacy to collect it yourself. This fairy tale is s fantasy.
@Red_Arrow maybe it's just a law involving women then because 2 different doctors in 2 different states told me it's required that a female nurse or doctor is present during a Pap smear if it's a male doing the exam. @Asker either way I would get a lawyer and press charges since this seems to fall under both rape and malpractice.
It may be required by the office the doctor works at, or the parent organization, but I know of no state that requires it. I have had female doctors require another person in the room (although the other person was also female); I have had them ask me if I wanted someone there; and I have had them examine me with without another person there and without asking if I wanted someone there. I have never wanted someone else there (a little embarrassing to have a "witness" to a prostate exam). And I have never been uncomfortable to have a female doctor. (And I have never had any occurrence of improper conduct.)

I have been to many doctors. When you go for a checkup involving your personal parts you have to expect to be touched. Your body responds its own way to touch. Don't be embarrassed at a biological function. As you get older you will lose your modesty and it won't really bother you. At your age being embarrased is quite normal.
