Dmitry Grigorenko: Government Artificial Intelligence Development Center Begins Operations
The first session of the Centre for the Development of Artificial Intelligence under the Government of the Russian Federation was held with representatives of business and regions. The goal is to launch a dialogue between the government and the industry, to establish interaction for the accelerated introduction of AI into public administration and the economy.
The session participants agreed that a centralised approach is needed to solve this problem. It will not only speed up the process, but also reduce costs, minimise risks and increase the efficiency of AI implementation.
Dmitry Grigorenko, Deputy Prime Minister of the Russian Federation – Chief of Staff of the Government Executive Office, supervises the Centre. The resolution on the creation of the Centre was signed in June, the team has been formed and is actively working.
"The AI Development Centre under the Government of the Russian Federation is our main assembly point on the topic of implementation. The Centre not only records opinions, feedback and wishes from regions and businesses. Its functions, for example, include analysing the market and selecting effective solutions for replication. The Centre has already selected about 10 of them.
Some of them will be launched at the federal level in the form of standard services, which regions and agencies will be able to connect to. This centralised approach will optimise development and implementation costs," said the supervising Deputy Prime Minister.
Typical services include geospatial analytics, solutions for working with draft documents for civil servants, fast processing of citizens' appeals and others.
The session discussed another tool that will help accelerate the introduction of AI in Russia - a digital platform for collecting and sharing best practices. The federal platform will be a development of the existing Digital Region portal of the Moscow Region. It already contains a catalogue of AI solutions implemented in different Russian regions.
Some of these solutions are unique, some have similar functionality. The Centre will moderate the platform and analyse existing practices. Regions will be able to select developments suitable for their goals and objectives and take them into their circuits upon agreement.
During the session, the regions shared their practices of implementing artificial intelligence. For example, in the Republic of Tatarstan, AI is used to monitor the implementation of national projects, and a neural network for government authorities is also in operation. In the Sakhalin Oblast, artificial intelligence is being systematically implemented in every sphere of public administration - from medicine and education to tourism development and environmental monitoring.
In the Nizhny Novgorod region, AI solutions are also being actively implemented in key areas, but experience in the application of video analytics systems, which are used to monitor public transport, law enforcement and security, and housing and communal services, was noted separately. In Moscow, healthcare solutions are being successfully implemented, which are available not only to Moscow residents, but also to residents of other regions of Russia.
"We are creating a competence centre where regions, business and government can speak the same language. Our task is not just to listen and analyse, but to offer concrete and effective solutions aimed at replicating AI solutions, supporting the industry and ensuring the country's leadership in the development of artificial intelligence technologies," said Ildar Akhmetov, Head of the AI Development Centre .
The participants of the session drew the centre's attention to the existing problematic issues, for example, in the field of data storage and processing, high demand for data centres. It is planned to launch a feedback service from businesses, developers and stakeholders on the Portal of Public Services of the Russian Federation. The Centre will work on the feedback received and develop proposals to eliminate the problem field hindering the development and implementation of artificial intelligence in various spheres both at the federal and regional levels.
