Prime Minister Philemon Yang commissioned him as the National Coordinator of the National Disarmament, Demobilisation and Reintegration Committee.
The National Disarmament, Demobilisation and Reintegration Committee of exfighters of Boko Haram in the Far North Region and those of armed groups in the North West and South West Regions who are willing to answer the call of the Head of State to lay down their arms, will henceforth become operational on the field.
This follows the commissioning of its National Coordinator, Fai Yengo Francis on December 13, 2018 by Prime Minister, Head of Government Philemon Yang who is the chairperson of the Management Board of the Committee.
ai Yengo Francis after his commissioning ceremony said he had already been to the field following his appointment by President Paul Biya on December 4, 2018.
Concerning his priority after taking office, he told the press that, “I will go down to the field immediately in order to materialise the roadmap of His Excellency the President of the Republic as far as bringing back life to normalcy in certain parts of our country are concerned.”
As Fai Yengo Francis and his team prepare to start implementing the action of the Head of State on the field, they will often be reminded by the recommendations of Prime Minister Philemon Yang given during the commissioning ceremony.
He reminded Mr Fai Yengo and his team of the missions of the Committee contained in Article 2 (1) of presidential decree N°. 2018/719 of 30 November 2018 to establish the National Disarmament, Demobilisation and Reintegration Committee. It states that, “The Committee shall be responsible for organizing, supervising and managing the disarmament, de mobilization and reintegration of exfighters of Boko Haram and armed groups in the North-West and SouthWest Regions willing to respond favourably to the Head of State's peace appeal by laying down their arms.”
Summarised, the missions consist of receiving the arms and weapons, destroying them, putting the exfighter in cantonments, training them to return to the society as normal citizens provided with tools and means of production as well as assistance to engage in income generating activities.
In the presence of members of the Management Board of the Committee and other officials, Prime Minister Yang recommended that Fai Yengo should take initiative and have a plan of action that sets out priorities and means of their attainment. He said the expectations from the population are commensurate to disaster in the affected areas. “You are the man of the situation,” Prime Minister Yang told Fai Yengo Francis.
He urged Fai Yengo to use his rich field experience and work with field coordinators and competent local authorities in order to succeed in the mission.
