Digitalisation in Kazakhstan: challenges and prospects
In Kazakhstan, a government meeting chaired by Prime Minister Olzhas Bektenov and dedicated to the introduction of new digital technologies and artificial intelligence took place. The Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Zhaslan Madiev reported on the work carried out in this direction.
In the office of digital government the Prime Minister was demonstrated examples of implementation of domestic digital solutions. Minister of Digital Development, Innovation and Aerospace Industry Zhaslan Madiev presented the projects ‘Social Wallet’, ‘Register of domestic commodity producers’, ‘Online Notary’, platform for systematisation of citizens' requests E-Otinish, etc.
The Head of the Government noted the importance of creating a digital environment to stimulate economic processes. At the moment in Kazakhstan digital technologies are currently implemented and actively used in the areas of industry, ecology, health, education, employment, social and legal support, tax sector and business environment.
‘The head of state emphasises that digital transformation in the system of public administration should contribute to transformations in public life and the economy. Through neural networks, we can predict, prevent and proactively respond to possible risks and emergencies. In the ongoing digital transformation, we must also work to integrate new digital solutions. All this work will be continued within the framework of the Concept of Artificial Intelligence Development until 2029 and the new Law on Artificial Intelligence"- said Olzhas Bektenov.
The Prime Minister noted the need to train employees of government agencies in artificial intelligence tools during 2025 - a corresponding order was given to the Ministry of Digital Development, Innovation and Aerospace Industry together with regional Akimats. The Ministry of Science and Higher Education was instructed to create educational programmes and courses on AI.
Particular attention was paid to the development of unified approaches to the availability of data in the information systems of state bodies for the further use and development of artificial intelligence. The Ministry of Digital Development, Innovation and Aerospace Industry was instructed to regulate the work on data collection, storage and protection to ensure its relevance and reliability, together with interested state bodies and akimats.
In order to create a transparent and safe environment for the use of artificial intelligence, legislative measures and normative-legal acts regulating its use should be envisaged. The prime minister emphasised the protection of personal data, cybersecurity issues, ethical norms and responsibility for decisions taken with the use of AI.
Given the low awareness of the population about developments in the field of artificial intelligence, the Ministry of Digital Development, Innovation and Aerospace Industry was tasked with further improvement of existing digital solutions and informing Kazakhstanis about their use.
In addition, the Ministry of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan, together with the relevant government agencies and akimats, has been instructed to develop specific measures to support enterprises implementing and introducing digital technologies and artificial intelligence.
