Digital Transformation in Kazakhstan: Outcomes and Prospects


The Central Communications Service under the President of the Republic of Kazakhstan presented during the briefing the results of digital transformation and plans for further simplification of public services in Kazakhstan.

Over the period 2021-2025, the Ministry of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan re-engineered 1,549 business processes in 31 state bodies, which allowed to optimise processes, increase the level of automation and reduce paperwork.

The Ministry shared key results in digital transformation. Admission to higher education institutions is now carried out online through the eGov portal and the Unified Higher Education Platform, resulting in a 92 per cent increase in admission efficiency.

The European Accident Statement has been introduced, a digital service for processing minor road accidents without calling the police. Now it takes less time to complete the registration, and insurance payments are made in 5 days instead of 40. More than 3,100 applications were filed in the first half of 2025 alone.

One of the necessary solutions is an automated system for early detection of forest fires, which allows for a 3-fold reduction in response time, a 20-fold reduction in fire area and a 15-fold reduction in extinguishing costs.

Vice-Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan Dmitriy Mun noted that under the project "Social Wallet" from December 2024 was held a pilot for the issuance of vouchers for household gas, and since July this year the system is scaled to all 14 gasified regions of the country.

Special attention is paid to optimising the work of public service centres. The Ministry is transferring the 10 most popular services, which account for about 79 per cent of all applications, to online. Among them are the replacement of identity cards and driving licences, vehicle and real estate registration, which will reduce the load on the centres by half.

In addition, Dmitriy Mun noted the results of Kazakhstan's information-analytical system Smart Data Ukimet: 45 public services have already been transferred to a proactive format, and more than 4.3 million proactive services have been provided to citizens.

The Vice-Minister also voiced new digital solutions. "This is the launch of the function of instant signal of offences to the police in the eGov Mobile app, which has already been used by more than 11.5 thousand citizens. The ministry launched eGov.AI assistant in the mGov app for counselling on public services. Over 83,000 requests have been processed in two months. Now the Ministry is working together with government agencies and telecom operators to introduce zero charging for eGov, eGov Business, eOtinish and AITU applications," said Dmitriy Mun.
