Differences between AQ (Al-Qaida) and ISIS.

- AQ does not say Khilafa should be delayed, but they say that only "announcing" the Khilafa should be delayed because "announcing" it without actually 'establishing" it and without fulfilling the duties and responsibilities of the Khilafa is a deception. Secondly, AQ is striving the most for the Khilafa because they are fighting against the occupiers of our land and by fighting them they are really coming closer to the establishment of the Khilafa. So the one who fights against the occupiers of our land is the one who truly is bringing the Khilafa. On the other hand ISIS is fighting THE ONES who are fighting the Kaafir enemies. And because of ISIS, Bashar and the Shia got more time to reorganize and remain in power, and ISIS caused the delay in the fall of Bashar. This means that ISIS actually DELAYED the establishment of the Khilafa. Because how can you establish the Khilafa when the Muslims are still under the control of the Kuffars? ISIS delayed the fall of Bashar and that means ISIS really DELAYED the establishment of Khilafa.

And mere claims and announcement of the Khilafa does not change the reality. In fact the situation of the Muslims became worse after this so called "announcement'. If it was a true Khilafa, the situation of the Muslims would have improved and not become worse. So this proves that their claim is false.

- Secondly, if ISIS claims that Jihad should be done only under an Imam or a Khalifa, then that is the view of the deviants and of some modern groups like Hizbu Tahreer.

- AQ tries to establish whatever they can from the Shareeah but they say that Hudood should be delayed in Darul Harb and this is in accordance with many of the religious texts. So if ISIS accuses AQ of not implementing the Shareeah, then they are either ignoring the religious texts or slandering the Ulama. Otherwise, what will they say to Ali (ra) who fought against Muawiya because Ali (ra) wanted to delay the Qisas and the Hadd punishment on those who killed Uthman (ra)? Was Ali (ra) abandoning the Shareeah when he wanted to avoid Qisas and avoid punishing the culprits before making his rule and authority to be firm and settled? In fact when ISIS is accusing AQ of not applying Hudood, they are similar to the Khawarij who slandered Ali (ra) saying he does not rule by the Shareeah. So was Ali (ra) sinful when he fought against Muawiya by delaying the Shareeah punishment on those who killed Uthman (ra)?

Moreover, ISIS themselves ran away from Shareah courts when they were called to by others. So that proves that they themselves do not want to rule by the Shareeah except when if suits them. This is in fact the way of the hypocrites.

AQ believes that everyone should be under the judgement of the Shareeah and everyone should be educated regarding the Shareeah.

- AQ never advocated for allying with the Kuffar against the Muslims but ISIS did ally with the Kuffar directly or indirectly when fighting against the Muslims as pointed out by many scholars such as when they joined with the forces of Bashar many times to attack the Muslims after surrounding them together, and also the members of ISIS spied on the Mujahideen in Yemen for the sake of the Kuffar as was proven last year when the Mujahideen arrested the ISIS spy who helped the Kuffars kill many leaders of AQ in Yemen. And similar to that is when ISIS helped the Kuffar to track down the Mujahideen leaders in Libya by making public the details of their whereabouts and their location for all the Kuffars to see. On the contrary when a few months back, Turkey decided to attack ISIS alongwith other countries, at that time AQ issued a statement in which they publicly refused to join with Turkey and her allies to attack ISIS or take advantage of the attack of the Kuffar against ISIS.  

- AQ in general makes a distinction between the Raafidhi laymen and their leaders when making Takfeer on them. And this is the stance of Sheikh ul Islam Ibn Taymiyya and many scholars of the Mujahideen even from the time of Sheikh Usama (ra). In fact their own senior Shariah judge Turki Binali also said the same. And similarly many of the past leaders of Islamic State of Iraq also distinguished between the ordinary Raafidha and those who are waging war and massacring the Ahlu Sunnah.

- According to AQ, if a Khalifa has been appointed without the consent of the Ummah and its leaders, then such a Khalifa should be removed because he has no right to rule the Ummah without their consent. And this is in accordance with the statement of Umar (ra) who said that if anyone gives pledge to a man without the consent of the Ummah, then both the man and the one who pledged to him could be killed. But on the contrary, ISIS did just what Umar (ra) spoke and warned against. So their so called leader does not deserve obedience but deserves what Umar (ra) mentioned in his statement, which is to be killed.

Conclusion :

AQ is striving for the Khilafa more than any one else. And ISIS is the biggest OBSTACLE for the Khilafa, because for establishing the Khilafa, you need to have strength and control, but ISIS became a reason for the Ummah to become weak. Hence ISIS is an obstacle for the Khilafa and are not from those who strive for it. In fact, due to ISIS betraying the Ummah, the regime of Bashar got more life to stay on when they were almost about to collapse. So this means that ISIS is actually DELAYING the Khilafa instead of establishing it.

One of the western Kaafir leaders once said, "If they have Mullah Umar, then we will set up a Mullah Bradely". That is, they will set up a fake Mullah to turn the Muslims away from the real and true Mullah. And this is exactly what ISIS did. They set up a fake "Khilafa" to deceive the Muslims and turn them away from the real and true Khilafa.

ISIS has done exactly what the Kuffars wanted to do in order to destroy the strength of the Muslims and cause them to be defeated.

القاعدہ اور داعش (ISIS) میں فرق.

القاعدہ یہ نہیں کہتی کہ خلافت قائم کرنے میں تاخیر کی جائے بلکہ اس کا نظریہ یہ ہے کہ اس کے اعلان میں تاخیر کرنی چاہیے کیونکہ خلافت کو نافذ کیے بغیر اور اس کے امور و ذمیداریوں کو انجام دیے بغیر اعلان خلافت کرنا خود اپنے آپ میں ایک دھوکہ ہے۔ دوسری بات، القاعدہ اس وقت سب سے زیادہ خلافت کے لیے جدو جہد کر رہی ہے اس لیے کہ وہ ہمارے ممالک پر قابض حکومتوں سے برسرپیکار ہے اور ان سے جنگ درحقیقت خلافت کے قیام کے قریب ہونا ہے۔ لھذا جو ان قابض حکمرانوں سے جنگ میں ہیں وہ ہی اصلا خلافت کے قیام کے کوشاں ہیں۔ جبکہ داعش وہ ہیں جو ان لوگوں سے لڑ رہے ہیں جو کفار کا مقابلہ کر رہے ہیں۔ اور فارس کی وجہ سے بشار اور شیعاء کو اور وقت مل گیا اپنے آپ کو منظم کرنے کا اور طاقت کو برقرار رکھنے کا۔ داعش کی ہی وجہ سے بشار کی حکومت ڈھانے میں تاخیر ہوگئی۔ اس کا مطلب اس کے سوا اور کیا ہے کہ داعش خلافت کے قیام میں تاخیر پیدا کر رہا ہے۔ خلافت کا قیام کیسے ممکن ہے جب مسلمان کفار کے زیر تسلط ہوں؟ لھذا بشار کی حکومت کے منھدم میں تاخیر خلافت کے قیام میں تاخیر ہے۔

خلافت کا صرف اعلان کردینے سے حقیقت نہیں بدلتی۔ بلکہ مسلمانوں کے حالات اس اعلان کے بعد اور بدتر ہوگئے۔ اگر یہ خلافت حقیقت ہوتی تو مسلمانوں کے حالات دنیا بھر میں بہتری کی طرف جاتے نظر آتے نہ کہ بدتری کی طرف۔ یہ واضح علامت ہے کہ ان کا دعویٰ درست نہیں۔ 

۔ دوسرا یہ کہ اگر داعش کا دعویٰ ہے کہ جہاد ایک امام یا خلیفہ کے ہی زیر نگرانی ہونا چاہیے تو یہ نظریہ گمراہ فرقوں اور کچھ جدید گروہوں کا ہے جیسے حزب التحریر

۔ القاعدہ شرعی امور کا نفاذ کرتی ہے جتنا ممکن ہو لیکن ان کا کہنا ہے کہ حدود دارالحرب میں موخر کیے جاتے ہیں اور یہ کئی اصول فقہ سے موافقت رکھتی ہے۔ اگر داعش الزام لگاتی ہے القاعدہ پر شریعت کے نفاذ نہ کرنے کا تو یا تو وہ شرعی اصولوں کو پس پشت ڈال رہے ہیں یا پھر علماء دین پر تہمت باندھ رہے ہیں۔ ورنہ ان کا کیا خیال ہے حضرت علی رضی اللہ تعالیٰ عنہ کے بارے میں جنہوں مے حضرت معاویہ رضی اللہ تعالیٰ عنہ سے جنگ لڑی اس وجہ سے کہ حضرت علی قصاص اور حدود کو مؤخر کرنا چاہتے ان پر جنہوں نے حضرت عثمان کو شھید کیا تھا؟ کیا حضرت علی شریعت سے پیچھے ہٹ رہے تھے جب انہوں نے فیصلہ کیا قضا اور حدود نافذ نہ کیے جائیں قاتلین پر جب تک ان کی خلافت جم نہ جائے؟ بلکہ داعش خوارج کی طرح عمل کر رہی ہے جب القاعدہ پر الزام تراشتی ہے حدود کے نہ نفاذ کرنے پر۔ خوارج نے بھی حضرت علی پر تہمت باندھی تھی کہ حضرت علی شریعت کا نفاذ نہیں کر رہے ہیں تو کیا حضرت علی گناہ گار ٹھہرے جب حضرت معاویہ سے جنگ کی حدود کے تاخیر کے لیے؟

اس سے بڑھ کر یہ کہ داعش خود بھاگ نکلے شرعی عدالتوں سے جب انہیں بلایا گیا۔ یہ اس بات کا ثبوت ہے کہ وہ خود شرعیت کے مطابق نہیں چلنا چاہتے مگر صرف اس وقت جب انہیں مناسب لگے۔ اور یہ طریقہ کار منافقین کا ہوتا ہے۔ 

القاعدہ کا یہ عقیدہ یہ ہے کہ ہر کوئی شرعی عدالت کا پابند ہے اور سب کو شریعت کا علم ہونا چاہیے۔ 

۔ القاعدہ نے کبھی کفار کے ساتھ اتحاد نہیں کیا مسلمانوں کے خلاف لیکن داعش نے کفار کے ساتھ اتحاد کیا کبھی بالواسطہ اور کبھی بلا واسطہ مسلمانوں کے خلاف لڑتے ہوئی جیسا کہ کئی علمائے امت نے واضح کیا ۔ جیسا کہ بشاریوں کے ساتھ متحد ہو کر حملہ آور ہونا جب مسلمانوں کو گھیرے میں لے لیا، اور داعش کا یمن میں مجاھدین کی جاسوسی کرنا کفار کے خاطر ، اس کا ثبوت پچھلے سال ہی سامنے آگیا تھا جب مجاھدین نے داعشی جاسوس کو پکڑلیا جس نے کفار کی مدد کی کئی القاعدہ کے کئی بڑے امیر کے قتل میں۔ اسی طرح جب داعش نے کفار کی مدد کی لیبیا میں مجاھدین کے ٹھکانوں کی نشان دہی میں ان کے جگہوں اور حرکات و سکنات کو عام کر کے۔ اس کے برعکس ابھی کچھ ہی مہینوں پہلے جب ترکی نے ارادہ کیا اتحادیوں کے ساتھ مل کر داعش پر حملہ کرنے کی ، اس وقت القاعدہ نے اپنا عام اعلان جاری کیا کہ القاعدہ ہرگز ترکی اور ان کے ساتھیوں کا ساتھ نہیں دے گی داعش کے خلاف یا اس موقع کا فائدہ نہیں اٹھائے گی جب کفار داعش پر حملہ آور ہوں۔

۔القاعدہ عمومی طور پر فرق کرتی ہے روافض کے عام آدمی میں اور ان کے رہنماؤں میں جب تکفیر کرنا ہو۔ اور یہ ہی موقف شیخ الاسلام ابن تیمیہ کا بھی تھا اور کثیر علمائے مجاہدین کا شیخ اسامہ۔بن لادن کے وقت سے۔ 

بلکہ ان کے اپنے بڑے شرعی قاضی کا بھی یہ ہی کہنا ہے۔ اسی طرح کئی عراق کی اسلامک اسٹیٹ کے رہنما ماضی میں فرق کیا کرتے تھے عام رافضی میں اور اس میں جو جنگ لڑ رہا ہو اہل سنۃ کے ساتھ۔

۔ القاعدہ کے مطابق اگر خلیفہ امت کے رضامندی کے بغیر منتخب ہوا تو ایسا خلیفہ معزول کردیا چاہیے کیونکہ اسے کوئی حق نہیں امت پر خلافت کرنے کا بغیر ان کے رضا کے۔ اور یہ بات مطابقت رکھتی ہے حضرت عمر کے اس قول کے ساتھ جب انہوں نے کہا کہ جو کوئی بھی بیعت کرے امت کی رضا کے بغیر تو بیعت دینے والا اور لینے والا دونوں کو مار دیا جائے۔ لیکن اس کے برعکس داعش نے وہ ہی کیا جس سے حضرت عمر نے منع کیا اور تنبیہ کی۔ لھذا ان کے نام نہاد رہنما کی تابعداری نہیں بلکہ وہ ہی حکم ہونا چاہیے جو حضرت عمر نے فرمایا یعنی قتل کردیا جائے۔

خلاصہ:

القاعدہ اس وقت خلافت کے لیے سب سے زیادہ کوشاں ہے بنسبت کسی اور کے، ان کے راستے میں سب سے بڑی رکاوٹ ہے اس لیے کہ خلافت کے قیام کے لیے آپ کے پاس طاقت اور اختیار کا ہونا ضروری ہے اور داعش ایک وجہ بن گئی امت کی کمزوری میں اضافے کی۔ لھذا داعش ایک رکاوٹ ہے نہ کہ وہ جو خلافت کے لیے کوشاں ہیں۔ بلکہ امت کو اس دھوکے سے انہوں نے بشار کی حکومت کو اور زندگی بخش دی جبکہ وہ قریب تھی کہ گرجائے۔ یہ اس بات کی طرف واضح اشارہ ہے کہ خلافت کے قیام میں تاخیر پیدا کر رہی ہے بنسبت اس کے قیام کے۔

مغربی کفار کا ایک سرغنہ نے ایک دفعہ کہا تھا کہ "اگر ان کے پاس ملا عمر ہے تو ہم بھی ایک ملا بریڈلی کھڑا کردیں گئے۔"

یعنی مخلص مسلمانوں کو جعلی ملا کی طرف پھیرنا تاکہ حقیقی ملا سے ہٹ جائیں۔ اور بالکل یہ ہی کام داعش نے کیا۔ انہوں نے ایک جعلی خلافت قائم کردی مسلمانوں کو حقیقی خلافت سے ہٹانے کے لیے۔ 

داعش نے من و عن وہ ہی کیا جو کفار چاہتے تھے مسلمانوں کی طاقت کو ختم کرنا اور انہیں شکست کے راہوں کی طرف دھکیل دینا۔
