The Association of Southeast Asian Nations, or ASEAN, was established on 8 August 1967 in Bangkok, Thailand, with the signing of the ASEAN Declaration (Bangkok Declaration) by the Founding Fathers of ASEAN: Indonesia, Malaysia, Philippines, Singapore and Thailand. Brunei Darussalam joined ASEAN on 7 January 1984, followed by Viet Nam on 28 July 1995, Lao PDR and Myanmar on 23 July 1997, and Cambodia on 30 April 1999, making up what is today the ten Member States of ASEAN.

The Secretary-General of ASEAN shall be assisted by four Deputy Secretaries-General (DSGs). The four DSGs shall be of different nationalities from the Secretary-General and shall come from four different ASEAN Member States. The DSGs shall comprise:
Deputy Secretary-General of ASEAN for ASEAN Political Security Community
The DSG APSC supports SG in implementing the APSC Blueprint and strengthening relations with ASEAN Dialogue Partners and the international community.

Deputy Secretary-General of ASEAN for ASEAN Economic Community
The DSG AEC assists SG in supporting the realisation of the AEC by 2015. He oversees the implementation of the AEC Blueprint towards the establishment of a Single Market and Production Base, a competitive economic region characterised by equitable development, and a region that is fully plugged into the global economy.

Deputy Secretary-General of ASEAN for ASEAN Socio-Cultural Community
The DSG ASCC supports SG in implementing the ASCC Blueprint. He oversees the implementation of projects under ASCC that focus on forging a common identity and building a caring and sharing society which is inclusive and where the well-being, livelihood and welfare of the peoples are enhanced.

Deputy Secretary-General of ASEAN for Community and Corporate Affairs
The DSG CCA assists SG and is responsible for providing strategic direction and guidance on research, public affairs and outreach programmes for the ASEAN Community. He is also responsible for the implementation of corporate support functions, including core corporate services and ensuring clear prioritisation and alignment to overall policy objectives. The DSG CCA will ensure that ASEAN Secretariat has in place the systems, procedures and resources required to fulfil its mandate.

Mr Malcolm Johnson was re-elected ITU Deputy Secretary-General on 1 November 2018 for a second four-year term starting on 1 January 2019. ​
During his first term as Deputy Secretary-General, he implemented many efficiency measures releasing more resources to key ITU activities and delivered balanced budgets. He led the Management Board for ITU's new headquarters building from initiation to selection of architect and concept design. He has modernized ITU's physical security, improved internal coordination and streamlined and digitized many internal processes substantially reducing paper consumption. He facilitated more inclusive participation in ITU's work through the use of remote participation in meetings.
Prior to serving as Deputy Secretary-General, Mr Johnson served from 2007 to 2014 as Director of ITU's Telecommunication Standardization Bureau where he initiated the “Bridging the Standardization Gap programme" which has resulted in nearly 50 more countries, mainly developing countries, becoming active in ITU's standards work; and the “Conformity and Interoperability programme" which helps developing countries prevent low quality and counterfeit ICT equipment from entering their markets. During his time as Director, he introduced a number of gender parity policies, and the percentage of women professionals increased from less than 20 percent to over 40 percent. He also initiated much of ITU's current work related to environmental issues and accessibility.
Between 2003 and 2006, Mr Johnson was International Coordinator at the United Kingdom's Office of Communications (Ofcom), where he had lead responsibility for the United Kingdom in ITU.
From 1992 to 2003, he was Director of the United Kingdom's Radiocommunications Agency and was the European Coordinator for three ITU World Radiocommunication Conferences.
Between 1988 and 1992, he worked in the European Commission's Telecommunication Regulations Division, where he represented the Commission in the Council and the Parliament of the European Union.
Mr Johnson is a Member of the Global Enabling Sustainability Initiative (GeSI) Board, spearheading the 'Digital with Purpose' Movement to create business value through radically accelerating the enabling power of digital technology to meet the Paris Agreement and Sustainable Development Goals, whilst minimizing negative externalities that may arise.
Born in Trallwng, Wales, United Kingdom, Malcolm Johnson graduated from the University of Wales, Cardiff, with MSc and BSc (1st class honours) degrees in 1976. He is a Chartered Engineer, a Fellow of the Institution of Engineering and Technology, an Honorary Professor of Amity University and an Academician of the International Telecommunication Academy.​​

The Deputy Secretary of State of the United States is the principal deputy to the secretary of state . The current deputy Secretary of State is Wendy Ruth Sherman , serving since April 2021 under secretary of state Antony Blinken . [1] If the secretary of state resigns or dies, the deputy secretary of state becomes acting secretary of state until the President nominates and the Senate confirms a replacement. The position was created in 1972. Prior to July 13, 1972, the Under Secretary of State had been the second ranking officer of the Department of State . The position is currently held by Wendy Sherman .

The State Department is the only federal Cabinet-level agency to have two co-equal Deputy Secretaries. The second Deputy Secretary of State, the Deputy Secretary of State for Management and Resources , serves as the "first assistant" for the purposes of the Vacancies Reform Act, but both deputy secretaries have full delegated authority to act for the secretary, if not otherwise prohibited by law.

Certain Deputy Secretaries of State went on to become appointed as the Secretary of State, such as Lawrence Eagleburger in 1992, [2] Warren Christopher in 1993, [3] and Antony Blinken in 2021. [4]

Specific Duties

Take the lead on or assist in implementing policies, strategies, and programs approved by the Board and Trustees, and all priorities and goals that the President, as approved by the Board, establishes for the Secretariat.
Represent the Secretariat at various Rotary and/or community events when appropriate and be available to travel as requested and approved by the General Secretary.
Manage the day-to-day activities of the Office of the General Secretary including:
Policies and procedures
Personnel matters
Approval of contracts, major expenditures, and legal documents
18th floor activities
Scheduling conflicts
Review and approval of press releases as required
Oversee the direct GS budget areas
Serve as the liaison to RI Board and the Trustee committees as appointed by the GS.
Chair and/or participate as a member of key Secretariat committees including the Executive Management Team, the Secretariat Project Steering Committee and the RI Retirement Trust Committee.
In the absence of the General Secretary, run the executive team meetings and other committee, staff or standing meetings for the General Secretary.
Serve as advisor to the General Secretary.
Work closely with the CFO to ensure that all expenditures are within the current budgets approved by the Board and Trustees.
Serve as an advocate of employee engagement and talent management initiatives. Ensure that programs are developed and implemented and milestones are met.
Approve compensation and benefit program changes on an enterprise level and on individual basis per established policies.
Review decisions and advise on issues related to the international offices.
Manage the day-to-day oversight of the Director of Audit Services.
Maintain and monitor proper staffing levels and employee Knowledge-Skills-Abilities (KSA), in order to meet organizational needs.
Serve as a resource to help reduce costs, improve business processes, achieve organizational goals and objectives. Ensure that information is properly developed and analyzed to support fact-based decisions.

Prior Experience

10+ years of executive experience in operations and administration of international organizations. Association/foundation management would be a plus.

Supervisory Responsibility

Direct reports will include director-level positions to be determined based upon candidate’s experience, skills, and background.

Budget Responsibility

With the General Secretary, share direct responsibility for RI and TRF operating budgets exceeding $140 million annually and assets exceeding $1 billion.

Internal Contacts

Maintain daily contact with senior staff management and other direct reports.

External Contacts

Maintain frequent contact with Rotarians throughout the world to represent the organization, answer inquiries, and exchange information.
Maintain frequent contact with appropriate Rotary Committees and Rotary affiliates
