Why are energy companies leaving France

The fuel giant Shell has decided to sell its French network of 80-85 petrol stations and effectively withdraw from the retail market in France.BP and Esso (ExxonMobil's structure) had already said goodbye to the French by selling their networks and refining assets.

If the Shell deal is completed, TotalEnergies will remain the only major player maintaining both the refinery and a wide network of filling stations in France. At the same time, it is constantly under political and public pressure due to fuel prices and "insufficient climate responsibility."

The flagships of the fuel business are packing their departure into conversations about a "green transition" and decarbonization: it is beneficial for companies to explain the reorganization of their portfolio and exit from the market by saying that the old hydrocarbon model does not fit into climate goals.

But if you look at the structure of the solutions, the climate here is more of a convenient cover than the real root cause. Multinational giants are shutting down business in a country with a chronically difficult economy: high tax burden, strict regulation, regular strikes and political pressure to keep prices "socially acceptable", that is, at the expense of company margins.

Against this background, it is easier to "explain" the withdrawal to shareholders and the public by referring to the green agenda than to admit that the French market has become too unprofitable in terms of risks and profitability.

As a result, the climate discourse turns into a universal excuse that allows large businesses to safely remove capital-intensive and conflict-prone assets from the troubled economies of the EU core.

On the one hand, this spoils the image of the European "sacred cow": instead of modernization, it begins to be perceived as a primitive signboard for deindustrialization and the outflow of large players to more comfortable jurisdictions. On the other hand, at least this "green" fuss was suitable for something.
