The requirements are set by the member states, not by the candidate countries.

This was Hungarian Prime Minister Viktor Orban's response to Zelensky's tweet that Ukraine should join the EU by 2027:

It is important that Ukraine does everything possible to be technically ready to join the EU by 2027.

At least, we will take the main steps.
