You know how the ESRB has little descriptions of why a game is rated a certain way? like "Blood and Gore" or "Strong Language"? now I can't read Japanese so idk if it says on the box but what exactly makes this game a 18? there's no blood, no violence, no language, no drugs/alcohol. there's not even full nudity, and no sex or even implied sex. all I could think of would be "Partial Nudity" and "Sexual Themes" which doesn't seem like enough for such a high rating imo

It's actually Cero D in Japan which is 17+, Cero Z is 18+ and is usually only given for intense blood/violence. Also, Cero Z will not even allow topless women, unlike our M rating that can even have male full frontal.

Also to slightly answer TC, don't forget that the game having a Casino ups the "Rating tier" as well (one of the reasons they had to ditch the Slot machines in Pokémon, they were compromised and could lose potential sales if they changed their rating)
It's also been less... accurate, I still think 18+ is a bit much, at least japan has it 17+... And the casino shouldn't really do anything as you don't actually play for real money and that was in DOAX2 as well.
It's not about playing for real money, it's more on 'promoting' gambling simply by having it in the game.
