About You

As a Data Engineer, you will play a key role in modernizing Armenia’s State Population Register (SPR)—a nationally critical data system that underpins digital governance, interoperability, and secure service delivery.

You are a skilled and motivated data professional who can design, build, and maintain robust, scalable, and secure data systems. You excel in a multidisciplinary environment, collaborating closely with developers, analysts, architects, and security teams. Your work will directly support the creation of accurate, interoperable citizen data and ensure high-quality population-level datasets.

You are comfortable working with modern data modelling techniques, ETL/ELT pipelines, relational and NoSQL databases, and data quality frameworks. You care deeply about accuracy, reliability, and security in data systems, and you bring a proactive, analytical, and solution-oriented mindset.


Job responsibilities

  • Design and implement the full data migration strategy from the legacy SPR system to the new platform, ensuring completeness, accuracy, and integrity of all population data.
  • Collaborate with the Solution Architect and Technical Lead to define the SPR data model, schema design, and transformation logic.
  • Implement and monitor ETL/ELT processes, ensuring accuracy, performance, and security.
  • Translate data requirements into technical specifications in partnership with Product and Business Analysts.
  • Develop and maintain data validation and data quality frameworks for citizen and population data.
  • Optimize data storage and access through indexing, partitioning, and query tuning.
  • Support integration of analytics tools and secure data access services for authorized institutions.
  • Collaborate with the ISAA IT Security team on data protection, encryption, and access control standards.
  • Document data models, transformation pipelines, and integration points for ongoing governance and maintenance.
  • Contribute to the adoption of best practices in data engineering and digital governance.


Required qualifications

  • Bachelor’s or Master’s degree in Computer Science, Data Engineering, Information Systems, or a related field.
  • 3+ years of experience as a Data Engineer or in a similar data-focused role.
  • Strong experience with relational and dimensional data modelling (star/snowflake), normalization/denormalization.
  • Hands-on experience with SQL-based modelling and data warehouse design.
  • Experience with modern transformation frameworks such as dbt or similar.
  • Practical experience with PostgreSQL (or equivalent) and familiarity with NoSQL systems such as MongoDB or Redis.
  • Proficiency with Python, TypeScript/Node.js, or similar languages for pipeline automation.
  • Understanding of API-based data integration and data exchange standards.
  • Experience with data quality frameworks and validation logic.
  • Familiarity with containerized environments (Docker, Kubernetes) is a plus.
  • Knowledge of data security practices (encryption, masking, access control, GDPR-equivalent standards).
  • Experience working in government, regulated industries, or multi-stakeholder environments is an advantage.
  • Strong problem-solving, communication, and documentation skills.
  • Fluency in English and Armenian.
