I am an independent advisor, and I am trying to help other users in Community with my experience in Microsoft products.
I understand that this is frustrating to receive lots of spam and unwanted emails. It is even more frustrating to receive scams, spoofing and phishing emails. Scammers nowadays are using multiple methods to intimidate users.
When you block address you will still receive emails that will go to Junk. If you are receiving them to inbox, than you are blocking the address that is not from which you received email ( as spammers learned how to imitate them ) Please see explanation here https://support.office.com/en-us/article/receiv...
There are couple of ways to deal with scammers and unwanted emails (I am sure that you are aware of some and you are using them, but maybe additional information in support articles will help you):
1. First of all check your spam filters and see suggestions on how to keep spam out of your inbox https://support.office.com/en-us/article/help-k...
2. Report the phishing, spam and unwanted emails https://support.office.com/en-us/article/deal-w...
3. Add emails or domains to block sender (those that were actually used to send emails - see #5) list https://support.office.com/en-us/article/block-...
4. Create specific rules for subjects or common phrases that are present in those emails https://support.office.com/en-us/article/use-in... and add conditions, that are common for those emails, for example additional keywords, recipient address includes etc.
5. Nowadays some scammers have learned how to mask their emails addresses that you can see in the emails. However, in the message source you will find the real one (and the real domain) In order to view message source please check this article https://support.office.com/en-us/article/receiv...

It is always good to report such emails. When users are reporting them, those emails are reviewed by special team which identifies the method used and adds domains to blacklist and improves antispam filters.
As for main spam filter (quotation from Postmaster article https://sendersupport.olc.protection.outlook.co... ):
"For example, we've implemented a number of mechanisms to reduce the burden of junk emails, which currently prevents nearly 4.5 billion email messages from reaching Outlook.com users every day!"
I am also a user like you and I also receive such emails. It is hard to say when it will definitely stop. Spammers are constantly changing their methods and come with new ideas. But if you will continue to block, report and keep yourself safe in Web, eventually you will stop receiving such emails. As for receiving emails form blocked addresses I already explained that scammers learned how to imitate other domains, so when you are blocking it, you are actually blocking another one, and not that from which they are operating. Why I am getting soooooooo much porn spam emails? I don't visit porn sites, don't participate in online "dating" boards, and haven't signed up/put my name and email address down to get this kind of messages.
Additionally, it is all from women looking for f***kbuddies, looking for hot sex, for hookups, sending me nasty/naughty/dirty pics. I'm a straight female. I'm not interested. What I want is for this to stop. Today almost all of the over 50 emails were from these jerks. I stepped away from the computer for 5 minutes this afternoon, and when I got back, there were more than 12 new messages from women looking for sex, **** buddy requests, more nude and pornographic pictures. Why? And why doesn't it stop when I block it?

Thank you, LordAlukard, for your reply. The deluge of spam porn emails is relatively new for me. I've had this email address for years, and never experienced the volume of spam, nor the type (porn, offers for hook ups with women, f*ckbuddy requests, porn
videos, and more). 99% of the spam email I get now is porn. Nor did I ever receive this volume, even when it was mostly offers from Canadian drug companies, Nigerian princes wanting to give me $10 million if only I'd send them money, stranded US military
servicemen and women in Iraq/Afghanistan telling me that they'd give me money if only I would send them money to help them get home, offers for penile implants (yeah, I'm female), scam diets, scam loans, etc. It used to be a small trickle, easily manageable.
I still get the occasional scam loan, scam drug companies, and other scams, but those have been swamped by the tsunami of porn emails. This has only been happening for the past couple of weeks, so I don't know what has changed.
I've read about blocking these emails, about how not to fall prey to phishing scams, etc. And some of these scams have been around for a long time, with only the players changing. There are a lot of emails from various domains ending in .review, many from
