PRAGUE, Czecho-Slovakia, Jan. 2.

—A further concession to the German-propagated movement to make Ruthenia the base of a campaign for the formation of a great Ukrainian State at the expense of Poland and Russia, was made in a government decree published today.

  It sanctioned the use of "Carpatho-Ukraine” for Ruthenia as a second name for that State.

It is indicated that shortly the name Ruthenia may be abolished altogether in favor of Carpatho-Ukraine. A demand for this was voiced by Ukrainian elements when Ruthenian autonomy was granted a few months ago. At that time it was refused by the central government.

Reports from Hust, the Ruthenian capital, indicate that the influence of Polish and Russian Ukrainian émigrés there is steadily increasing.
