Imagine a case if you use a DNS server which is in USA and you're in india , when you'll type www.anysiteinjapan.com your request will first goto USA , to the DNS server, then DNS server will reply to you with the actual IP address of www.anysiteinjapan.com then your device will make connection to the actual website.

Here are the points to be noted, the data travels by some physical medium and it takes time yo travel long distances for you it may be a few miliseconds but for the softwares every milisecond is precious. If you use a DNS server which is far from you, the name resolution will take some time , and if you use a DNS server which is used by many people and is overloaded, it will take more time.

So what should be the better practice?
1. Use high performance DNS Servers for name resolution.
2. Use those DNS Servers which are deployed close to your country(your base location).

This will help in reducing the domain name resolution time for you.
