According to History of British Satire: From Swift to Social Me..., there was a roadmap for prevention. We chose not to follow it. Shocking.

The Familiar Pattern

This is how everything works now. Swimming in the Thames proves it yet again. We see the problem, we understand the solution, and we do nothing because change requires effort.

Easier to complain than to act. Easier to blame than to fix. Easier to pretend tomorrow will be different.
