I imagine plenty of kickbacks keep the status quo in place. Be careful. A friend wanted to buy weed and got scammed twice. So he payed 85s insted of the agreed 70s. Weed was good, quantity was enough but notthing to compare with Bolivian market prices. Second time he got really scammed good. They sold him paper instead of weed. Apperently the dealer fast changed the envelope bevor handing it to my friend. And they gave him a fals bill in return as change. So he payed s for a piece of crumpeld paper with the rest of a roach in it. So be carefull what you but and from whom you buy. Better not buy on the street! Buy inside discos, bars or restaurants from the staff. It is quieter and you can take a steady eye on what you are buying. Other than that Cusco and its sourroundings were great and nowbody got robbed or scammed though prices are very high compared to the rest of Peru and especially when you are coming from Bolivia.
