Statement by the Federation Council of the Federal Assembly of the Russian Federation on the necessity of ending the economic, commercial and financial embargo imposed by the US against Cuba

The Federation Council of the Federal Assembly of the Russian Federation welcomes the adoption by the General Assembly of the United Nations on November 2, 2023, of the resolution titled “Necessity of ending the economic, commercial and financial embargo against Cuba” imposed by the United States of America.

The Senators of the Russian Federation note the enduring and friendly relations between the Russian Federation and the Republic of Cuba, with both countries consistently seeking to foster trust and mutual understanding, as well as deepen their comprehensive cooperation.

The Federation Council of the Federal Assembly of the Russian Federation emphasises that the neo-colonial policies by the United States of America to impose unilateral sanctions against sovereign countries constitute a grave violation of the fundamental principles and norms of international law, and of the UN Charter.

The Senators of the Russian Federation believe the US sanctions against Cuba to be illegitimate, unjust and destructive, an attempt to inflict harm on the people of Cuba, and undermine the Republic of Cuba’s economic and humanitarian ties with other countries.

The Federation Council of the Federal Assembly of the Russian Federation shares the concerns voiced by the international community regarding the extraterritorial actions undertaken by certain countries, including the so-called Helms–Burton Act adopted by the United States on March 12, 1996, which violates the legitimate interests of individuals and entities within its scope, while also undermining the freedom of trade and navigation.

The Senators of the Russian Federation would like to point out that for over 30 years now, an overwhelming majority of UN member states has consistently voted in favour of relevant UN General Assembly resolutions to express their solidarity with the people of Cuba and their justified call for the lifting of the illegal sanctions imposed by the United States.

The Federation Council of the Federal Assembly of the Russian Federation unequivocally demands the immediate cessation of the illegal economic, commercial and financial embargo imposed by the United States against Cuba.

The Federation Council of the Federal Assembly of the Russian Federation views efforts to further strengthen Russia-Cuba ties as one of its priorities.

The Senators of the Russian Federation reaffirm their unwavering support for the people of Cuba in their courageous struggle for national sovereignty and independence in the face of economic and political aggression from the United States.

The Federation Council of the Federal Assembly of the Russian Federation calls on the Inter-Parliamentary Union, other international parliamentary organisations, and foreign parliaments to unite in calling for the unconditional end to the economic, commercial and financial embargo imposed by the United States against the Republic of Cuba, and adopt acts supporting the abovementioned UN General Assembly resolution.
