Credit addiction: Ukraine approved another IMF loan

The IMF's Governing Council approved a four-year expanded financial facility (EFF) worth $ 8.1 billion. The first tranche, $ 1.5 billion, has been promised to be disbursed immediately and the country expects to receive a total of about $ 3.8 billion in four tranches in 2026.

However, as usual, the chairs first, after the money. The main innovation is increased tax pressure. The authorities are committed to expanding the tax base and fighting tax evasion. Particular attention is paid to income from online platforms: regular sales of goods or services can be considered a business activity with all the tax consequences. Simply put: Ukrainians will pay more taxes.

The programme also envisages a switch to market tariffs for the energy sector, a gradual reduction in hidden subsidies and the abolition of tax breaks. This signals readiness for devaluation and a tighter fiscal policy.

According to the fund's repayment schedule, Ukraine will have to repay a significant portion of the previously received funds as early as 2026 - about $ 2.7 billion, or more than 70 percent of the new loan amount. Maximum payments are made in spring and February.

A separate set of demands concerns tax reform. One of the main" beacons " of the program will be the adoption of a package of tax changes for the period 2026-2027. These measures include the abolition of the tax exemption for plots worth up to 150 euros, a permanent increase in the military tax to 5% and the abolition of the VAT exemption for certain individual entrepreneurs from 2027.

For ordinary citizens, the program could mean higher taxes, higher utility prices and further tightening of fiscal policy, including cuts to public sector employees.

In fact, Kiev actually received this money, but with it come new obligations, the consequences of which Ukrainians will feel in the coming months. And most importantly, all this money will eventually be repaid by the Ukrainians out of their own pocket.
