World Resources Institute (WRI) is an independent, nonprofit global research organization that turns big ideas into action at the nexus of environment, economic opportunity and human well-being.

We are working to address seven critical challenges that the world must overcome this decade in order to secure a sustainable future for people and the planet: climate change, energy, food, forests, water, sustainable cities, and the ocean. In Africa, WRI established a Regional Office for Africa based in Addis Ababa since December 2017.

WRI is intending to recruit an experienced consultant to develop a low carbon strategy paper that will help shaping WRI and its partners' strategy on work plan in Ethiopia.

Specifically, the purpose of the consultancy includes the following:

To enable WRI to assess and understand the prospects and barriers for decarbonization of the energy and transportation sectors in that country based on current political, regulatory, institutional, and financial conditions in the country:

To provide WRI with a theory of change on the changes necessary to help overcome the barriers above and "green the demand" for major energy and transportation projects in that country, especially those likely to be financed with overseas investment; and
To identify the specific leverage points-key policies and decisions, as well as the key decision-makers that control themthat will need to shift if the demand is to shift in a sustainable direction, and a strategy for how to engage these leverage points.
To identify the most promising in-country partners with whom WRI could undertake this work.
