The employer, FDRE-PEHAA, has received financing from Agence Francaise de Development (“AFD”) and intends to use part of the funds thereof for payments under the following project: Procurement of Consultancy Services for State-Owned Enterprises (SOEs) National Data Repository at the Public Enterprises Holding and Administration Agency (PEHAA)
The coordination and supervision of SOEs in Ethiopia have been run by the Privatization and Public Enterprises Supervisory Agency (2003- August 2015), Ministry of Public Enterprises (September 2015-October 2018), and currently by the newly re-established Public Enterprises Holding and Administration Agency (PEHAA).
Currently, there are 21 SOEs under the Agency, and confirming balanced information management systems within the SOEs and creating a digitized central national information source to be able to make an informed decision is one of the major priorities of the Agency.
To this effect, the overall project objective is to establish a national data repository at PEHAA where the SOEs will also have a dedicated digital interface with the Agency, which will create simple, easy, and effortless communication, and also assists the fulfillment of corporate disclosure requirements.
The corresponding tasks of the consultant (the Services) to achieve the aforementioned project objective will typically include completing, at least, the following sub-tasks:
Producing requirement and specification documents for the natioanl data repository
Monitor the deployment and commissioning of the necessary data repository applications
Supervising the security and organization of the data center and connectivity with SOE
Embedding digital culture: at all levels of the Agency and for relevant SOEs staff Consultant shall submit:
1. Current Certificate of renewal of their license and Ministry of Finance's registration certificate for suppliers
2. Certificate shows as they fulfilled their tax obligations and eligible to participate in the bid.
3. Proof of VAT Registration
The FDRE-PEHAA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. All forms/required documents needed for submitting the Expression of Interest are available on the websites at https://tenders-afd.dgmarket.com/ and
