We had a class Twitter where we could direct message questions about whatever we were doing so I sent a message, got a response and that was that. A couple of weeks later I had a question about another assignment and my teacher replied and continued to reply to my messages.

Don't accept if he wants to see you alone for some reason (which he may try now he's opened the door by confessing his feelings to you). Anything he wants to say "professionally" can be said in front of another teacher.
Absolutely not. A teacher can't afford to let a first offense slide because you never know how that story could be twisted later. One of the first rules of teaching is to document everything and this would need to be reported to admin. Teachers can't afford to have their careers derailed by students advances.
