Based on his formal suits, erudite vernacular, and fastidious affectations, he seems like he'd be found in an antique store or teaching a classroom rather than processing scrap. That dichotomy is not lost on Clovus. He finds the entire establishment to be quite disgusting indicating that maybe he was installed here as some kind of punishment.
