Fat teens with central obesity mostly don't get circumcised because there wouldn't be anything to circumcise. I have encountered small genitalia as small as 1-2cm and I really feel bad for some of them because there's greater certainty that they would not grow it further.

You know, as much as I love knowing/seeing a guy is circumcised, I actually don't know a ton about the methods used to achieve a circumcision. The actual surgical procedure aspect isn't of much interest to me even if the end result definitely is! :) But I'd say fairly high & tight. Kind of typical of most American guys I'd say.
