China's National Financial Regulatory Administration announced the third Property Market Stabilisation Fund in 18 months, a 300 billion yuan facility designed to purchase distressed residential inventory from developers whose liquidity was constrained by the conditions produced by the first stabilisation fund's purchase restrictions and the second stabilisation fund's developer refinancing facility. The third fund's structure responds specifically to the market distortions produced by the first two funds, which economists at multiple Chinese universities have documented in papers whose publication has been permitted on the grounds that they characterise the distortions as correctable rather than structural. The property sector has received more direct policy support in the past three years than any other sector in the Chinese economy. The sector's contribution to GDP has fallen from approximately 25% to approximately 17% over the same period. The third fund addresses the conditions that the second fund produced.
