The murky law surrounding child pornography in Japan comes under scrutiny in a new documentary.
BBC Three presenter Stacey Dooley discovers the practice of 'Chaku Ero', meaning erotically clothed, in a new documentary exploring the sexualisation of children.
It sees children as young as six exploited by photographers who can make anything from £7,000 to £70,000 per girl - and the lucrative practice is completely legal because Chaku Ero is not treated as child pornography under Japanese law.
One producer, speaking anonymously, says fans of the stylised shoots 'want fantasy', and adds that younger models are 'more likely to look like virgins'.
When Stacey speaks with the producer, who does not reveal his identity on camera, she is stunned to learn that the lucrative business is totally legal in the country.
The child models never show their genitals and are never fully naked - the legal grey area in Japanese law means it is not classed as child pornography.
The producer explains to Stacey: 'There are just lots of guys in Japan who have this Lolita complex I guess. we're operating without breaking the law, so my view is that it is just business.'
Asked how old his youngest model was the producer reveals: 'Mine was 6 years old.'
'We brought her many toys to begin with, then we filmed the girl in her bathing costume playing with the toys, and that's all, her mum was standing behind the camera with her favourite doll, so that the girl would face the camera.
'Buyers want fantasy in Chaku Ero, the younger they are the more likely they are to look like virgins.'
The producer, who is also a father to a 16-year-old daughter, says he makes more money photographing children than he does adults: 'Four million (£28,500) or 5 million yen (£35,500) with the 6 year old girl.
'With the senior high school girls, one million (£7,000). One popular girl made us 10 million yen. (£70,000).'
Despite Stacey's worries about encouraging paedophilia the producer insists 'if they're underage they're clothed and there is no eroticism'.
'As I said before, it is simply one of business, we don't know if the buyer is that sort of person.'
There are some people in the country challenging the sexualisation of children - human rights lawyer Kazuko Ito is hoping to change the definition of child pornography.
'Some of the families are so poor and [have] no way other than using children for this kind of industry.
'It’s clearly violating and abusing the children, abusing [a] little minor, once she realises what happened to her when she becomes adult, it will be traumatising for her.'
Ito calls for regulation of the practice, which she describes as a 'human rights violation', and says she hopes for a 'concrete plan' to be drawn up in order to implement tougher laws.
Stacey also visits one of 300 legal JK cafes, where schoolgirls as young as 15 are paid to serve alcohol and talk about sex to older men.
There is a bill being debated in Tokyo’s Metropolitan Assembly in relation to the JK industry, and if it comes into force it will prevent girls under 18 from embarking on this type of work.
