On Wednesday, the United States Department of Justice (DOJ) announced that investigators had taken down a massive child porn site called Welcome to Video (WTV) in March 2018.
Unfortunately, WTV isn't the first website to host this type of horrifying content. But according to officials, it was one of the first to accept bitcoin payments in exchange for downloads — and it was through those payments that investigators tracked down the site's operators and users.
Blockchain analysis company Chainalysis wrote in a blog post on Wednesday that it provided investigators with software to analyze WTV's bitcoin activity via its blockchain ledger.
That analysis led to the discovery of several cryptocurrency exchanges used by customers of the child porn site. Investigators then contacted those exchanges, and they provided information on the account holders sending money to WTV, including copies of their IDs and addresses.
The DOJ's investigation has led to the arrest of WTV's operator, Jong Woo Son of South Korea, and 337 users of the child porn site in 12 countries, including the U.S. Additionally, investigators rescued at least 23 minors who were being "actively abused" by site users, according to the DOJ announcement.
"Our message for those who produce, distribute, and receive child pornography is clear," Jessie Liu, the U.S. attorney for the District of Columbia, told reporters on Wednesday . "You may try to hide behind technology, but we will find you and we will arrest and prosecute you."

More than 200 Australians have collectively paid more than $1.3 million to watch live streamed child sexual abuse filmed in the Philippines.

And the offenders often request how they want the child to be sexually abused as the crimes are happening, a new report says.
The shocking statistics were revealed on Wednesday in a report by the Australian Institute of Criminology , which says it has identified more than 2,700 financial transactions linked to 256 webcam child predators between 2006 and 2018.
The institute said it matched the transactions using AUSTRAC (Australian Transaction Reports and Analysis Centre) records that linked the accounts in Australia to people arrested for child sexual exploitation in the Philippines.
The live-streaming nature of the material was particularly sickening, the institute’s report noted, because of the real-time element.
“Offenders often request how they want the child to be sexually abused either before or during the live-streaming session,” the report said.
One Australian alone spent almost $300,000 on live streamed material, the report found.
An analysis of the 256 Australians identified paints a typical profile of someone in the 50s or 60s, most (55 per cent) with no previous criminal history.
The youngest live streaming purchaser was 27 years and the oldest was 82.
The report found perpetrators came from a wide range of backgrounds, with stated occupations including aged care worker, boilermaker, carpenter, chef, computer technician, driller, driver, gardener, lawn mower, rigger, road freight transporter, sales assistant and tradesperson.
“Others described their occupation as accountant, architect, clerk, general manager, quality technician and self-employed,” the report said.
“One described her occupation as housewife. “
The AUSTRAC transactions suggested many users over time escalated the frequency of access to the live-stream facilitators and increasingly spent larger amounts on each session.
The institute noted that while child sex crimes were rife in multiple countries, the Philippines has been identified by international law enforcement agencies, NGOs and academics as the global ‘hub’ for live streaming such material.
In November 2019, live streaming of child sex abuse came to national attention after AUSTRAC took legal action against Westpac Bank over 23 million alleged breaches of anti-money laundering and counter-terrorism laws.
Westpac was accused of failing to monitor $11 billion worth of suspicious transactions, including those to the Philippines suspected to be for child sexual exploitation.

As of May 2021, the website was considered the largest international darknet platform to host child pornography. The website had 400,000 registered users. The website was found to have what prosecutors considered some of the most severe sexual abuse images of toddlers. [2] [3]

The website featured various forums and chats for communication. The illegal images and videos were posted on the forums and the chats where members were able to communicate with one another. [4] There were two chat services provided, one called "Lolipub" and the other was known as "BOYSPUB". [1] The child abuse materials exchanged between users were of young children and toddlers, most of which were boys, from around the world. [5] The child pornographic content had various categories including "Art", "hardcore", "kindergarten", and "toddler". [1]

The website was investigated by a German police task force with cooperation from Europol and international law enforcement agencies. The platforms administrators and users were under investigation for months. [2] [3]

There were three primary suspects that were discovered and identified during the investigation: a 40-year-old man from Paderborn , a 49-year-old man from Munich and a 58-year-old man from Northern Germany who was living in Paraguay . The suspects allegedly acted as administrators for the website and gave advice to its users on how to evade law enforcement while using the platform. [2] Another suspect was a 64-year-old man from Hamburg who was accused of being one of the most active users uploading over 3,500 posts. [2] [3]

In mid-April 2021, the website was raided by authorities and shut down. [2]
