On October 21st, the Ministry of Education issued the Notice on the “Special Action” on Reviewing and Clearing of Libraries in Primary and Secondary Schools (No. 55 of the Department of Education and Education 2019) 


The "Notice" said, in order to 1) deeply study Xi Jinping's new era of socialist ideas with Chinese characteristics and the spirit of the 19th National Congress of the Party, 2) implement the decision-making and deployment of the National Education Congress 3) further improve the quality of books in the national primary and secondary school libraries,4) create a healthy and safe environment for education, and 5) ensure the educational and teaching functions of libraries, the Ministry decided to carry out the national primary and secondary school library clean-up special action. 


A pilot scheme is introduced in which the scope of the review includes all of the books, periodicals and e-books of primary and secondary school libraries. It also classifies the books into different categories clearly: “illegal books”, “inappropriate books”, “poor appearance” and “no-preservation values”.


According to the Notice, the special review and clean-up action was led by the Department of Basic Education Curriculum of the Ministry of Education, with the participation of the Education Equipment Research and Development Center. And the Education Administrative Departments of different districts and municipalities will be responsible for the local book review and clean-up. There will be a program of actions to be made scientifically to guide the city and county’s education administrative departments and schools to carry out the review and clean-up, to ensure timely summary and analysis of the relevant results will be provided.
