Car hit by uninsured driver - how to recover the costs?

Would you recognize any inexpensive (if you will find any) medical health insurance businesses?

"I suddenly hit a vehicle that was parked. No harm to my car. Injuries to the auto that is additional add up to about $900. I have liability insurance with USAA and wont be spending a deductible. My driving record has been clear . Must I only spend of pocket or file the state with insurance ?? The one who owned the damaged car can be a friend and said easily pay them directly a claim will not file
