The daycare is based on the number of steps you take in game, as in for each step for which you move a panel, your pokemon gains 1 EXP. In other words, get on your bike and start walking around in circles/up and down or whatever you find works well for you.

The daycare is worth it depending on how much money you have to spend, it basically works like an extra exp share on MMO and is based off the experience you get in battle as opposed to steps taken. It costs 1k per level to retrieve the pokemon from the daycare, so from bottom to top you would be spending k to completely max out a pokemons level.
Yeah, daycare mechanics are different just like breeding, and a lot of other mechanics. I don't even think steps are considered for anything in pokemmo. Exp gain is a percentage of what you gain from battle. It's different from exp share since you aren't splitting the exp with the pokemon, but rather it's like an extra portion that gets generated.
