If you're not pretentious and you're alone the absolute minimum that you'll need for a basic living is approximately lv, lv for rent, for utilities, for food and transportation. As for the attitude towards you from the locals you'll see a better attitude from the younger generation under 40, rather than the older one, because the older generation grew up during the socialism and they've been through hard times, so don't be surprised if you see grumpy old people here and there.
