We did not join a tour group -- thus we had to struggle to take the bus, get a cab etc. But though Harbin is a really nice modern ice city, the cab drivers are really out to take advantage of you, which sort of ruins the tourist experience. Overall Harbin is a nice place to visit - don't miss the ice and snow sculptures if you're going in the winter. Wear enough warm clothes, arm yourself with enough Chinese translations, bring along your haggling skills, and you're good to go! Zhongyang street is probably the biggest shopping attraction and features a decent amount of stores. The downside is that a lot of the stores don't really have much interesting things to buy.
