The Western Balkans is often labelled as a transit region for the trafficking of drugs like cannabis, cocaine and heroin. But there are signs that the region is also a producer of synthetic drugs, as well as a growing consumer market. The main synthetic drugs being smuggled into the Western Balkans are amphetamines, methamphetamine and ecstasy MDMA , as well as new synthetic versions of cannabis and opioids like heroin. In addition, local production appears to be increasing, particularly in North Macedonia and Serbia. Between and , police in Serbia uncovered over illicit drug laboratories, mostly on residential premises. Nevertheless, only people were convicted — an average of less than two people per illegal laboratory uncovered. In , most seizures of synthetic drugs in Serbia were made either in Belgrade and Novi Sad or close to the border with Hungary, for example at the Horgos border crossing point. Seizures were also made in Kragujevac and Bor. The problem is not limited to Serbia. In December , police discovered illegal drug labs in the village of Batinci and in a home near Tetovo in North Macedonia. The main suspect, Milan Zarubica, had previously been convicted in relation to a lab in Stara Pazova, Serbia. A few months later, Macedonian police found yet another laboratory used to illegally manufacture synthetic drugs. In addition to trafficking and production, there seems to be a growing local market for synthetic drugs. In Serbia and North Macedonia, prices for synthetic drugs are relatively low, which is a major factor in their increasing market share compared to plant-based drugs. The drug is usually sold on the black market in the form of pills or capsules, but can also be mixed with ecstasy. Synthetic drugs are easily accessible, particularly in large cities. Methamphetamine is less present in Serbia. It is unclear how COVID has affected the synthetic drug market in the Western Balkans, but there is a sense that the market is relatively resilient, with some synthetic drugs being used as a substitute for heroin. Although heroin remains the main cause of the approximately 50 drug-related deaths in Serbia every year, 19 increased access to and use of synthetic drugs have heightened health concerns in the country and led to the tragic drug-related deaths of young people. After a year-old girl died in November in the small town of Arandjelovac after taking ecstasy for the first time at a party, locals organized a series of protests calling for better prevention measures. In , four young people aged 17 to 21 died after taking ecstasy, while between and more than fifty people died in the country from different synthetic drugs. While the focus on drugs in the Western Balkans has usually been on the transit of plant-based substances like cocaine, heroin and cannabis, it is also important to keep an eye on the production and use of synthetic drugs. Albania is no stranger to drugs. It is well-known as a supplier of cannabis and Albanian criminal groups have made a reputation in cocaine trafficking. However, the production, trafficking and use of synthetic drugs has not been common in the country. But an increase in seizures of synthetic drugs in Albania suggests either that local demand for these substances is increasing or police are becoming more vigilant and effective in intercepting such drugs. The trend corresponds with an increase in tourists flocking to the Albanian coast during the summer but is now spreading to other parts of the country. A leading indicator of the growing flow of synthetic drugs into Albania is an increase in Ecstasy seizures since As shown in Figure 1, almost no seizures were made between and , while 2 grams were confiscated in In January , Albanian authorities seized over 1 Ecstasy tablets that were ready for distribution in Tirana from three youths aged 17 to Figure 1 Ecstasy seizures, —, in grams. Other relatively recent synthetic drug seizures in the country include over 97 kilograms of drug precursors ; 1 kilograms of Alpha-Phenylacetoacetonitrile precursor chemicals ; more than 3 litres of ketamine ; 95 grams and 19 tablets of methamphetamine ; 84 grams and tablets of methadone ; and grams of Ecstasy Nevertheless, the seizure of 1 kilograms of precursors raises the possibility of larger-scale production. There have also been isolated cases of local laboratories producing synthetic drugs. The most notorious case was in and involved two US citizens one of Albanian origin who were arrested while trying to set up a drug lab in Tirana. Most of the amphetamine-type stimulants and new psychoactive substances that are being smuggled into Albania seem to originate in Bulgaria, Serbia and North Macedonia, 8 with additional small quantities coming from other European countries such as the Netherlands, Belgium and the Czech Republic. The chemicals were sent from Shanghai through Istanbul. A major rise in tourism may have contributed to higher consumption and trafficking of synthetic drugs in Albania. The country is an increasingly popular destination for tourists — the number of foreign visitors more than doubled from 3. However, what started mostly as a tourist fad seems to have crossed over to the local population, particularly among youth in big cities. Arrests of Albanian and foreign nationals for trafficking and distributing Ecstasy are becoming more common. Most perpetrators are young people caught distributing synthetic drugs close to schools, universities and night clubs. Drugs are also being sold via social media. In January , three youngsters including a year-old were arrested in Tirana after being caught with 1 Ecstasy tablets, which authorities suspect were imported from the Netherlands. Foreign nationals have also been caught possessing and distributing drugs, primarily after music festivals. Although the use of synthetic drugs in Albania currently seems relatively minor, there is clearly an upward trend. This is a new phenomenon and therefore requires quick action to raise awareness — particularly about the types of drugs and their harms — and set up treatment facilities. In addition, police need better capacity to identify hotspots and traffickers, exchange information on drug types with foreign colleagues, and improve testing for synthetic drugs and precursors. Since this problem seems to stem in large part from external factors such as increased tourism and drug production in neighbouring countries, preventive and remedial action to address it effectively could benefit from cooperation with regional countries as well as external partners.
