The best example is the Suduwella incident, where a drug addict was said to be the main spreader of the virus among navy personnel. However, the usage age group is years, which forms the workforce of the country. This is the biggest challenge we see now. It is estimated that there are currently about , users of heroin, about 20, users of crystal methamphetamine ice , and , cannabis users in Sri Lanka. The problem is that, with time, this has become a trend. Due to the higher profits this business could make, some of the top government officials are also getting involved in this drug business as partners. This has become a mafia now. The latest trend is of schoolchildren less than 20 years of age. Groups involved in this drug business are making profits targeting these small children. First, they provide drugs for free. Most of the drugs are provided as chewing tobacco, betel with tobacco, babul, madana modaka, beeda, and mawa. Some schoolchildren use these drugs to feel better, for skin whitening, for concentration power, and to stay fit, and these drugs are now available for sale through social media as well. There is a highly addictive behaviour as a result of these drugs, and these schoolchildren ultimately become addicts. Unnecessary phone usage must also be controlled and the relationships with the social environment must be maintained, especially in the case of kids involved in sports activities. Cannabis is the only drug that is grown illicitly in the country. What are your concerns on this? Addiction is really high in the case of cannabis use, with around , users in Sri Lanka. The age group of the users is less than 40 years. Some people ask to legalise cannabis, which is also becoming a mafia at the moment. Arrack, cigarettes, and cannabis are gateway drugs. There is a high chance of using heroin and other illicit drugs if someone uses arrack, cigarettes, or cannabis. This is the main reason why we have to control the consumption of arrack, cigarettes, and cannabis. The usage of prescribed drugs has also become a threat nowadays. What solutions can you name to prevent the prevalent drug situation? Have you developed any prevention measures? Most drug addicts have to face a court trial and stay in prison until the investigations are over. This could lead to them becoming connected with drug dealers. To prevent this situation, under the guidance of the President, we are hoping to place addicts under voluntary rehabilitation. At the moment, we have introduced a hotline — We will make sure that the callers get the best consultation from the best consultants in the area that they relate to. We are happy that within the last six months, we got over 20, calls, where we see that people are more open to ask for help. We have appointed trained development officers in each divisional secretariat DS office. These counselling officers are well trained in psychology. Among the other functions, providing treatment to drug dependants, and the rehabilitation of drug dependants, are the main roles of the NDDCB. Four treatment and rehabilitation centres are being conducted under the purview of the Board throughout the country, with greater focus in the Colombo, Kandy, Galle, and Gampaha Districts. Counselling services and residential treatment facilities are being provided for drug addicts at these treatment centres. What are the changes in policies that can be expected? We are hoping to introduce a fully completed national policy including an action plan. According to this programme, we have identified 23 ministries; every ministry would be involved in drug prevention, and each ministry has a portfolio regarding drug prevention. For example, the Ministries of Youth and Sports Affairs, Education, Fisheries, Health, and Transport will have equal responsibilities to prevent drug addiction. The amendment of existing laws and acts, where priority will be given for volunteer rehabilitation, and the enactment of new laws against new drugs, are in the pipeline. The implementation of a provincial drug control programme, the drafting and implementing of the ministerial policy, and an action plan for prevention, will also be on the list. All these activities will lead to a drug-free nation and a prosperous country where the village, work zone, government service, private sector, and schools will be free from drugs. What are the rehabilitation methods you are focusing on? We are mainly concentrating on community-based rehabilitation for mild addicts, and for severe cases, in-house rehabilitation. How much do you spend to take care of one drug addict per day? Well, around Rs. This is the part of the workforce that is becoming a burden for the Government, country, and economy, due to drug use. What about the expansion of evidence-based treatment? This centre will accommodate 1, drug addicts, and will open on 29 January. AD Kapruka.
