I would not advise smoking cannabis in Bulgaria - they are very strict if you are caught. A few days ago someone from Sofia was sentenced to 8 months in prison for having half a gram. As a tourist you would most likely be fined and put on the next flight home. That would be the best outcome Bulgarian prisons are not as nice as the English system!
