Calibrating for the Fort Orders

Introduced the ability to improve the orders of the fort. The principle of upgrading them is very similar to calibrating orders in the artillery factory at your base. In addition to resonators and research, the Brenner's Emblem of Valor and the Brenner Emblem of Heroism will be needed to accomplish this.
